Place of Meeting: Council Chamber, City Hall Roll Call: Mayor Frizzel called the meeting to order at 3:10 p.m. RECESS FOR PARKING AUTHORITY, INDUSTRIAL DEVELOPMENT AUTHORITY AND ECONOMIC DEVELOPMENT AUTHORITY The City Council recessed for the purpose of sitting as the Parking Authority, the Industrial Development Authority and the Economic Development Authority. There being no business to be conducted, the meetings were ad- journed; and the body reconvened as the City Council of the City of Riverside. PUBLIC HEARINGS BEFORE THE CITY COUNCIL AT 3 P.M. TEMPORARY CLOSING OF VISTA, WEST LA CADENA, CHARLES AND CALI- FORNIA - RESOLUTIONS 3 P.M.--Hearing was called to consider the temporary closing of Vista Avenue east of Orange Street, West La Cadena Drive from southerly of approximately 300 feet south of Strong Street, Charles Street west of West La Cadena Drive and Cali- fornia Avenue east of Calm Hill Drive. A written report was submitted from the City Manager and the Public Works Director, concurred in by the Assistant City Manager-Development and the Chief of Police, recoEeending that the City Council (1) adopt a resolution setting forth rules and regulations for the tem- porary closure of streets; and (2) hold a public hearing and, after consideration of public input, adopt a resolution order- ing the temporary closure of Vista Avenue east of Orange Street, West La Cadena Drive from southerly of approximately 300 feet south of Strong Street, Charles Street west of West La Cadena Drive, and California Avenue east of Calm Hill Drive. No one was present wishing to speak on the matter. No written protests were presented. Following a brief discus- sion, the hearing was officially closed. The recommendations were approved as presented; and Resolution No. 18243 of the City Council of the City of Riverside, California, Adopting Rules and Regulations for Temporarily Closing to Through Traffic Highways Under Its Jurisdiction; and Resolution No. 18244 of the City Council of the City of Riverside, California, Ordering the Temporary Closure of a Portion of California Avenue, Vista Avenue, Charles Street, and West La Cadena Drive, were presented; and the titles having been read, and further reading waived by the unanimous consent of Councilmembers present, were adopted.
