CITY OF RIVER~£DE <br /> <br />Minutes of Adjourned Regular Meeting of the City Council <br />Date of Meeting: May 19, 1993 <br />Time of Meeting: 2 P.M. <br />Place of Meeting: Council Chamber, City Hall <br /> <br />Roll Call= <br /> <br />Mayor Frizzel called the meeting to order at 2:20 p.m., and an- <br />nounced that review would continue on the Preliminary Budget <br />for the City of Riverside for Fiscal Year 1993-94, as prepared <br />and submitted by the City Manager. Following brief introducto- <br />ry remarks, the City Council continued its review of the pro- <br />posed Budget. <br /> <br />FIRE DEPARTMENT <br />The Fire Chief introduced Administrative Services Officer Rea- <br />gan who presented the proposed Budget for the Fire Department <br />beginning on Page 225 of the Preliminary Annual Program Budget <br />and on Page 139 of the Preliminary Line Item Detail Annual Pro- <br />gram Budget, and discussed the major changes in the proposed <br />Budget~ and she and the Fire Chief answered questions from the <br />City Council and Mayor. Following discussion, the Fire Depart- <br />ment Budget, and the Department's Supplemental Request identi- <br />fied as Schedule 3 on the staff report presented and discussed <br />at the evening meeting on May 18, 1993, were tentatively ap- <br />proved. <br /> <br />PUBLIC COMMENT PERIOD ESTABLISHED FOR BUDGET REVIEW SESSIONS <br />Following discussion regarding setting aside time for the pub- <br />lic to comment or ask questions on the proposed Budgets, motion <br />was made to allow three minutes per speaker for public comments <br />after presentation of each departmental Budget before the vote <br />is taken on that Budget, with a 15-minute total time limit. <br /> <br />Following further discussion, a substitute motion was made to <br />set aside 15 minutes at the end of each Budget Review Session <br />to allow the public one minute per person to ask questions or <br />make comments on the proposed Budgets reviewed at that ses- <br />sion.
