<br />In the absence of Mayor Frizzel who is out of town on City
<br />business, Mayor Pro Tempore Defenbaugh called the meeting to
<br />order at 3 p.m.
<br />
<br />RECESS FOR PARKING AUTHORITY, INDUSTRIAL DEVELOPMENT AUTHORITY
<br />AND ECONOMIC DEVELOPMENT AUTHORITY
<br />The City Council recessed for the purpose of sitting as the
<br />Parking Authority, the Industrial Development Authority and
<br />the Economic Development Authority.
<br />
<br />There being no business to be conducted, the meetings were ad-
<br />journed; and the body reconvened as the City Council of the
<br />City of Riverside.

<br />ANNUAL COST CONTROL STUDY (FEES AND CHARGES) - RESOLUTION
<br />ADOPTED - ORDINANCE INTRODUCED
<br />3 P.M.--Hearing was called to receive oral and written presen-
<br />tations relative to the proposed adoption of a Fee Resolution
<br />or Resolutions regarding proposed fees to be charged by vari-
<br />ous City departments for regulations, products or services
<br />including the following: Community Development Services in-
<br />cluding amendments to zoning texts, processing reviews, time
<br />extensions, and appeals for such land use matters as plot
<br />plans for revised conditional use permits, variances such as
<br />conditional use permit follow-up, major, minor, and minor
<br />(planning); review of parcel maps, parcel map waivers, tenta-
<br />tive tract maps, planned residential development permits, re-
<br />zoning request time extensions with and without hearings,
<br />street and alley vacations, modification of conditions, non-
<br />conforming status, revised specific plans, and general plan
<br />maintenance surcharge; initial environmental studies and revi-
<br />sions of initial studies for planned residential development
<br />and vesting maps, major variances, certificate of compliance
<br />investigations, grading, and inspection of proposed street
<br />cuts; and Public Safety Services including reproduction of
<br />crime scene photos, crowd/traffic control for special events,
<br />one-day alcohol permits, regulatory permits, police tape/video
<br />reproduction, private towing company inspections, vehicle ci-
<br />tation correction inspections, fire report copying, hazardous
<br />material usage permit III, hazardous material investigations
<br />and emergency response, public assembly inspections, hazardous
<br />materials record search, requested fire inspections, con-
<br />trolled burn permit/illegal burn response, medical aid re-
<br />sponse, administrative charge for weed abatement, vehicle
<br />abatement charges, dangerous building inspections, removal of
<br />unauthorized signs in right-of-way; and Administrative and
<br />Finance Services including document certification, municipal
<br />code book supplements, tape recordings of City Council meet-
<br />ings, insufficient funds check processing, special building
<br />inspections, special deputy registrations, copying fees, City-
<br />
