Place of Meeting: Council Chamber, City Hall Roll Call: Mayor Frizzel called the meeting to order at 9:20 a.m. The Invocation was given by Marjorie yon Pohle from the audi- ence. The Pledge of Allegiance was given to the Flag. MINUTES The Minutes of the Meetings of April 6, 1993, were approved as submitted. The Chair recognized the presence in the audience of Craig Smithson representing the Riverside Chamber of Commerce, Robin Ontiveros representing the Arlington Chamber of Commerce, An- drew Brooks representing the Downtown Chamber of Commerce, Bill Allen representing the La Sierra Chamber of Commerce, Nancy Battin representing the Magnolia Center Chamber of Com- merce and Jim Buckley representing the University-Canyon Crest Chamber of Commerce. CONSENT CALENDAR The following items, presented to the City Council on the Con- sent Calendar for consideration, were approved by one motion affirming the actions appropriate to each item. ENVIRONMENTAL PROTECTION COMMISSION NOTICE OF PREPARATION, DEIR/DEIS - STEPHENS' KANGAROO RAT HAB- ITAT CONSERVATION PLAN A communication was presented from the Environmental Protec- tion Commission advising that, on March 25, 1993, the Commis- sion reviewed a Notice of Preparation of a forthcoming Draft Environmental Impact Report (DEIR)/Draft Environmental Impact Statement (DEIS) by the Riverside County Habitat Conservation Agency for a long term Stephens' Kangaroo Rat Habitat Conser- vation Plan (HCP) and, by a vote of 6 ayes to 0 noes, (1) con- curred with the alternatives to be addressed in the forthcom- ing DEIR/DEIS on the long term HCP; (2) recommended that the criteria to be utilized in evaluating the alternatives of the HCP include biology, economics and implementation efficiency; and (3) directed staff to forward this recommendation to the City Council for concurrence and, in turn, to the Riverside County Habitat Conservation Agency for its consideration. The Commission's recommendations were upheld by the City Council.
