CITY ~IVERSIDE <br /> <br /> COUNC ILNEMBERS <br /> <br /> 1 ouncil Chamber City Hall ~ ~ ~ '~ ~ ~ <br /> eeting' ' ~\ ~ ~ ~ ~ <br /> <br />Roll Call: Present <br /> <br />There being no closed sessions scheduled for 2 p.m., Mayor Frizzel called the meeting to <br />order at 3:15 p.m. <br /> <br />RECESS FOR PARKING AUTHORITY, INDUSTRIAL DEVELOPMENT AUTHORITY AND ECONOMIC DEVELOPMENT <br />AUTHORITY <br />The City Council recessed for the purpose of sitting as the Parking Authority, the In- <br />dustrial Development Authority and the Economic Development Authority. <br /> <br />There being no business to be conducted, the meetings were adjourned; and the body recon- <br />ivened as the City Council of the City of Riverside. <br /> <br />Councilmember Pearson entered at this time. <br /> <br />PUBLIC HEARINGS BEFORE THE CITY COUNCIL AT 3 P.M. <br /> <br />ZONING CASE CU-031-601 (REVISED) - 9085 COLORADO - CUP APPROVED <br />3 P.M.--Hearing was called on the proposal of Hope Community Church, Zoning Case <br />CU-031-601 (Revised), for a revised conditional use permit to add an approximately 12- <br />foot by 60-foot modular classroom on approximately three acres of land at 9085 Colorado <br />Avenue, developed with a church, situated at the northwest corner of Colorado Avenue and <br />Jackson Street, in Zone R-1-65. In conjunction with conditional use permit hearings, <br />the City Council is authorized to grant variances to the Zoning Ordinance as deemed ap- <br />propriate. This action supersedes any previous City Council action regarding Zoning <br />Case CU-031-601 (Revised). As heretofore directed by the City Council, the minutes of <br />the City Planning Commission pertaining to this case are on file and are a part of the <br />evidence submitted at this hearing, whether or not any portion thereof is read or dis- <br />cussed. The communication from the City Planning Commission stated that the Commission, <br />by a vote of 9 ayes to 0 noes, approved the revised conditional use permit subject to <br />the conditions listed in full in the attachment to the communication; determined that <br />the proposed rezoning would not have a significant adverse environmental effect; and <br />adopted the staff report and the environmental assessment as findings. A Supplemental <br />Report dated February 23, 1993, was presented from the Planning Department. The Plan- <br />ning Director presented departmental recommendations, together with maps of the area. <br />No one was present wishing to speak on the matter. No written protests were presented. <br />The hearing was officially closed. The revised conditional use permit was approved sub- <br />Ject to the recommended conditions; it was determined that the proposal would not have a <br />significant adverse environmental effect; and the staff report and the environmental as- <br />sessment were adopted as findings. <br /> <br />CASE AL-002-923 - 9085 COLORADO - APPEAL GRANTED <br />In conjunction with Zoning Case CU-031-601 (Revised) above, the City Council also re- <br />viewed Case AL-002-923, the appeal of Dale A. Vander Tuig, on behalf of Hope Community <br />Church, from the decision of the Riverside County Airport Land Use Commission (ALUC) de- <br />termination that the proposal to add an approximately 12-foot by 60-foot modular class- <br />room on approximately three acres of land at 9085 Colorado Avenue, developed with a <br />church, situated at the northwest corner of Colorado Avenue and Jackson Street, in Zone <br />R-1-65, iS inconsistent with the Airport Land Use Plan. A written report was presented <br />from the Planning Department recommending that the City Council (1) adopt the findings <br />listed in Section IV of the report; and (2) approve the applicant's appeal and override <br />the decision of the ALUC, subject to the mitigation measures contained in Section V of <br />the report. No one was present wishing to speak on the matter. A written communication <br />from the appellant was presented and considered. No written protests were presented. <br />Following a brief discussion, the City Council (1) adopted the findings listed in Sec- <br />tion IV of the report; and (2) granted the applicant's appeal and overrode the decision <br />of the ALUC, subject to the mitigation measures contained in Section V of the report. <br /> <br />Councilmember Pearson stated she was disqualifying herself from participating in the fol- <br />lowing discussion because it is reasonably foreseeable that the decision will have a ma- <br />terial financial effect on an interest in real property. <br /> <br />ZONING CASE RZ-010-923 - 6259 LA SIERRA - ZONE R-1-65 APPROVED - ORDINANCE INTRODUCED <br />3 P.M.--Hearing was called on the proposal of the City of Riverside, Zoning Case <br />RZ-010-923, to place approximately 4.66 vacant acres of land at 6259 La Sierra Avenue, <br />situated on the northeast side of La Sierra Avenue southeasterly of Arlington Avenue, in <br />a more appropriate zone and remove the same from Zone C-3; with the City Council to also <br /> <br />Motion <br />Second <br />All Ayes <br /> <br />Motion <br />Second <br />All Ayes <br /> <br />78-345 <br /> <br /> <br />
