The Chair recognized the presence in the audience of Brian Harris representing the Riv- erside Chamber of Commerce, Chris McKnight representing the Arlington Chamber of Com- i merce, Jolene Anderson representing the Downtown Chamber of Commerce, Kathleen Blankin- ~ship representing the La Sierra Chamber of Commerce, Diane Castleman representing the University-Canyon Crest Chamber of Commerce and Jim Montgomery representing the Magnolia i Center Chamber of Commerce. ~PRESENTATIONS | | [Mayor Frizzel presented a Certificate of AppreciatiOn to Richard Christensen, President, [Riverside Airport Lease Company Board, for his 26 years of service. I [Mayor Frizzel presented a Certificate of Appreciation to Officer Steve Warlick in recog- ~nition of his record of arrests of graffiti criminals. | ~Mayor Frizzel introduced Cathleen Jones, Bryant Elementary School teacher, and her second-grade class who will be painting portraits of the Mayor and City Councilmembers for their class project. Ms. Jones took photographs of the Mayor and each Councilmember to assist her class in painting the portraits. Steve Gibson, Director of the Riverside Downtown Association, and Bill Dougall, Historic Resources Director, discussed the Riverside Historic Downtown Walking Tour map, pub- lished by the Riverside Downtown Association--copies of which were distributed to the City Council and the audience. Further, the Historic Resources Director presented a sta- tus report and showed slides relative to bronze plaques for City landmarks; and showed a sample plaque to the City Council. CONSENT CALENDAR The following items, presented to the City Council on the Consent Calendar for considera- tion, were approved by one motion affirming the actions appropriate to each item, with the exception of the report relative to conditional use permit fees for Tigon Industries which was continued for one week. ENVIRONMENTAL PROTECTION COMMISSION CASE EP-028-923 - PROPOSED GRADING PLAN - 1126 CORONET A communication was presented from the Environmental Protection Commission advising that, on January 14, 1993, the Commission, by a vote of 7 ayes to 0 noes, determined that the proposed grading plan for a tennis court on an approximately .6-acre lot located at 1126 Coronet Drive (Tract 7427, Lot 21), currently developed with a single-family resi- dence and swimming pool, generally situated southwesterly of Alessandro Boulevard and southeasterly of Overlook Parkway, in Zones HR and WC, will not have a significant ef- fect on the environment because Mitigation Measures have been required; and recommended that the City Council adopt a Mitigated Negative Declaration, Case EP-028-923. The Com- mission's finding was upheld by the City Council; and the Mitigated Negative Declaration was adopted. PURCHASING SERVICES MANAGER BID NO. 4980 - ELECTRIC CONDUITS AND VAULTS - ORANGECREST-SPRINGS TRANSMISSION LINE AND MOUNTAIN VIEW SUBSTATION GETAWAY REPLACEMENT In consideration of the recommendation from the Purchasing Services Manager, the Public Utilities Department and the Board of Public Utilities, the bid of Gregg Electric, Inc., in the amount of 3552,386.72, was accepted for providing all labor, materials and equip- ment for the work of furnishing and installing electric conduits and vaults for the Motion Second ;All Ayes Motion .Second iAll Ayes x~ IXI I I x~ x~ 78-317
