CITY OF RI'v'F,x~TDE Minutes of Regular Meeting of the City Council Date of Meeting: December 14, 1993 Time of Meeting: 9 A.M. Place of Meeting: Council Chamber, City Hall Roll Call: Mayor Frizzel called the meeting to order at 9:20 a.m. follow- ing completion of the Adjourned Regular Meeting. The Invocation was given by Marjorie von Pohle from the audi- ence. The Pledge of Allegiance was given to the Flag. MINUTES The Minutes of the Meeting of November 23, 1993, were approved as presented. The Chair recognized the presence in the audience of Steve Reeves representing the Greater Riverside Chambers of Commerce and Ed Fuhrman representing the Hunter Park-Northside Chamber of Commerce. PRESENTATION Mayor Frizzel introduced Police Chief Fortier, who presented an award to Jack B. Clarke, Jr., honoring former Councilm~ber Clarke. CONSENT CALENDAR All of the Consent Calendar items were removed from the Con- sent Calendar and had to be considered separately~ however, adoption of the two ordinances relative to (1) distribution of handbills at inhabited private premises, and (2) the Second Amendment to Redevelopment Plan for the Central Industrial Redevelopment Project were removed from the Agenda inasmuch as they were not introduced at the City Council meeting on Decem- ber 7, 1993. DISCUSSION CALENDAR ZONING CASE CU-007-934 - SHAHZAD KAHN - 6435 RUTLAND - DENIED A communication was presented from the City Planning Commis- sion advising that, on November 18, 1993, the Commission, by a vote of 6 ayes to 0 noes and 2 abstentions, denied the request of Shahzad Kahn, Zoning Case CU-007-934, for a conditional use permit to establish the off-sale of alcoholic beverages on ap- proximately .28 acre of land at 6435 Rutland Avenue, developed with a vacant cc~mnercial building, situated on the west side of Rutland Avenue northerly of Arlington Avenue, in Zone C-2. Variances from the development standards of the Zoning Code are being requested. Following a brief discussion, the Com- mission's denial was upheld by the City Council. ZONING CASE VR-036-934 - J. MUKERGEE - 3796 SAN RAFAEL A communication was presented from the Board of Administrative Appeals and Zoning Adjustment advising that, on November 15, 1993, the Board considered the request of J.
