NN ART PICK COUNCIL CHAMBER, CITY HALL E 3900 MAIN STREET CC WW 33 1234567 WARDS Roll Call: Present X X XXXXX Chair Riggle called the meeting to order at 9:00 a.m. with all members present except commissioners Tavaglione and Zaki. The Pledge of Allegiance was given to the flag. PLANNING/ZONING MATTERS FROM THE AUDIENCE There were no oral comments at this time. Chair Riggle recused himself from the following case due to financial conflict of interest and left the dais. Chair Pro Tem Kain presided. PUBLIC HEARINGS Conditional Use Permit PLANNING CASES P15-0535 AND P16-0048 – and Design Review – southwesterly corner of Fifth and Market Streets Proposal by Atman Kadakia, the Greens Group to consider a two-phase hotel development, including; Phase 1: a 5-story, 112-room Hampton Inn Hotel and surface parking lot; and Phase 2: a 6-story, 147-room hotel and 5-level parking structure. He noted that two letters were received in support of the project and were distributed to the Commission this morning. Brian Norton, Senior Planner, presented the staff report. Atman Kadakia, Greens Group, applicant, thanked staff and stated they were in agreement with the recommended conditions. Comments from the audience: Gary Montgomery, Law firm of Thompson and Colgate, current President of the Downtown Business Council of the Riverside Chamber of Commerce, Director on the Board for the Greater Riverside Chambers of Commerce, spoke in support of the proposed project. Shawnee Beamon, Vice-Chair of the Downtown Area Neighborhood Alliance (DANA), spoke in support of the project. Scott Megna, Senior Vice President Operations Raincross Hospitality Corporation, they operate the Riverside Conventions Bureau, spoke in support of the project. Nick Adcock, Vice-President Riverside Chambers of Commerce, spoke in support of the project. Ian Davidson, resident and representing the current owner, the Davidson Family, spoke in support of the project. Brian Pearcy, on behalf of the Riverside Downtown Partnership, spoke in support of the project. James Persinger, spoke in support of the project on behalf of the Pick Group. Following discussion the Planning Commission recommended that the City Council: 1) Determine that this MotionX project meets the provisions of the Streamlining for Infill provisions, under SecondX Section 15183.3 of the California Environmental Quality Act (CEQA) and All Ayes no further environmental review is required; and 2) Approve Planning 18 Page of Approved - Planning Commission Minutes – March 17, 2016
