Chair Pro Tem Kain presided. <br />PUBLIC HEARINGS <br /> <br />Conditional Use Permit <br />PLANNING CASES P15-0535 AND P16-0048 – <br />and Design Review – southwesterly corner of Fifth and Market Streets <br />Proposal by Atman Kadakia, the Greens Group to consider a two-phase <br />hotel development, including; Phase 1: a 5-story, 112-room Hampton Inn <br />Hotel and surface parking lot; and Phase 2: a 6-story, 147-room hotel and <br />5-level parking structure. He noted that two letters were received in <br />support of the project and were distributed to the Commission this <br />morning. Brian Norton, Senior Planner, presented the staff report. Atman <br />Kadakia, Greens Group, applicant, thanked staff and stated they were in <br />agreement with the recommended conditions. Comments from the <br />audience: Gary Montgomery, Law firm of Thompson and Colgate, current <br />President of the Downtown Business Council of the Riverside Chamber <br />of Commerce, Director on the Board for the Greater Riverside Chambers <br />of Commerce, spoke in support of the proposed project. Shawnee <br />Beamon, Vice-Chair of the Downtown Area Neighborhood Alliance <br />(DANA), spoke in support of the project. Scott Megna, Senior Vice <br />President Operations Raincross Hospitality Corporation, they operate the <br />Riverside Conventions Bureau, spoke in support of the project. Nick <br />Adcock, Vice-President Riverside Chambers of Commerce, spoke in <br />support of the project. Ian Davidson, resident and representing the <br />current owner, the Davidson Family, spoke in support of the project. Brian <br />Pearcy, on behalf of the Riverside Downtown Partnership, spoke in <br />support of the project. James Persinger, spoke in support of the project <br />on behalf of the Pick Group. Following discussion the Planning <br />Commission recommended that the City Council: 1) Determine that this MotionX <br />project meets the provisions of the Streamlining for Infill provisions, under SecondX <br />Section 15183.3 of the California Environmental Quality Act (CEQA) and All Ayes <br />no further environmental review is required; and 2) Approve Planning <br />18 <br /> Page of <br />Approved - Planning Commission Minutes – March 17, 2016 <br />
