Place of Meeting: Council Chamber, City Hall Roll Call: CLOSED SESSION The City Clerk announced that the City Council and Mayor had recessed to the Conference Room adjoining the Council Chamber for a closed session pursuant to Government Code Section 54956.9(a) to confer with its attorney regarding pending liti- gation which has been initiated formally and to which the City is a party--the title of the litigation is Coordinated Pro- ceeding Special Title [Rule 15550(b)], Senate Bill 2557 Cases, Superior Court of the State of California, Judicial Council Coordination Proceeding No. 2584. Councilmember Loveridge entered during the above closed ses- sion. RECESS At 2:20 p.m., following completion of the closed session, the City Council recessed; and reconvened at 3 p.m. RECESS FOR PARKING AUTHORITY, INDUSTRIAL DEVELOPMENT AUTHORITY AND ECONOMIC DEVELOPMENT AUTHORITY The City Council recessed for the purpose of sitting as the Parking Authority, the Industrial Development Authority and Economic Development Authority. There being no business to be conducted, the meetings were ad- journed; and the body reconvened as the City Council of the City of Riverside. PUBLIC HEARINGS BEFORE THE CITY COUNCIL AT 3 P.M. FORMATION OF MARKETPLACE LANDSCAPE MAINTENANCE DISTRICT PHASE 1 - 1993-94 ASSESSMENTS - RESOLUTION 3 P.M.--Hearing was called on Resolution of Intention No. 18261, adopted by the City Council on june 8, 1993, to consid- er the formation of the Marketplace Landscape Maintenance Dis- trict Phase I and for levying assessments for the 1993-94 Fis- cal Year. The Marketplace Landscape Maintenance District is being ~ormea to provlae maln~enance o~ ~he lanascape8 parkway and median areas within the District, costs of irrigation wa- ter and incidental expenses, and for a portion of the costs of maintaining North Park. A written report was presented from the City Manager and the Finance Director, concurred in by the Assistant City Manager and the Park and Recreation Director, advising that the developer of the Marketplace project was re- quired to form a Landscape Maintenance District as a condition of development and that the cost of maintaining the landscap- ing and administration of the District will be assessed to the property owners within the District; and recommending that the City Council (1) conduct the public hearing for the purpose of the Marketplace Landscape Maintenance District formation and the 1993-94 assessments; and (2) adopt the appropriate resolu- tion for the formation of the District, levying the 1993-94 WARDS Present COUNCILMEMBERS LCDTCTP OLEALHE VAFVIOA EREAFMR RKNGFPS IEBLOSO D AIRON G UODN E GN HE 1234567 AX XXXXX X 79-52
