CITY OF RIV~ IDE Minutes of Regular Meeting of the City Council Date of Meeting: June 25, 1996 Time of Meeting: 2 P.M. Place of Meeting: Council Chamber, City Hall Roll Call: CLOSED SESSION The Mayor and Councilmembers recessed to the Council Chamber Board Room for a closed session pursuant to Government Code §54957 to consider appointment/employment/recruitment for po- sition of City Clerk. The Mayor and Councilmembers returned to the Council Chamber at 3:00 p.m. PARKING, INDUSTRIAL DEVELOPMENT AND ECONOMIC DEVELOPMENT AU- THORITIES The City Council recessed for the purpose of sitting as the Parking Authority, the Industrial Development Authority and the Economic Development Authority. There being no business to be conducted, the meetings were adjourned; and the body reconvened as the City Council. PUBLIC HEARING AT 3 P.M. MERGED DOWNTOWN AND AIRPORT INDUSTRIAL PROJECT AREA - RESOL. 3 P.M.--Hearing was called on the proposed procedures for for- mation of a Project Area Committee (PAC) for the seventh and fifth amendments to the Merged Downtown and Airport Industrial Project Area. No comments, written or oral, were presented. Following discussion with Project Analyst Weinstein, the pub- lic hearing was officially closed. The City Council approved the community-wide Project Area Committee (PAC) procedures as presented but amended the membership for the Airport Industri- al Project Area to include six representatives from the busi- ness community, two members from the residential community and two members from community organizations; whereupon, Resolu- tion No. 18931 of the City Council of the City of Riverside, California, Calling for the Formation of a Project Area Com- mittee for the Seventh and Fifth Amendments to the Merged Downtown/Airport Industrial Redevelopment Project and Adopting Procedure Therefor, was presented and adopted. DISCUSSION CALENDAR 1996 JARVIS INITIATIVE Councilmember Kane did not participate in discussion of the Overlook Parkway Landscape Maintenance District because of a possible conflict of interest. Members of the City Council Finance Committee presented an oral report regarding the financial impacts and election al- ternatives relative to the 1996 Jarvis Initiative.
