CITY OF RIV~ IDE <br /> <br />Minutes of Regular Meeting of the City Council <br />Date of Meeting: June 25, 1996 <br />Time of Meeting: 2 P.M. <br />Place of Meeting: Council Chamber, City Hall <br /> <br />Roll Call: <br /> <br />CLOSED SESSION <br />The Mayor and Councilmembers recessed to the Council Chamber <br />Board Room for a closed session pursuant to Government Code <br />§54957 to consider appointment/employment/recruitment for po- <br />sition of City Clerk. <br /> <br />The Mayor and Councilmembers returned to the Council Chamber <br />at 3:00 p.m. <br /> <br />PARKING, INDUSTRIAL DEVELOPMENT AND ECONOMIC DEVELOPMENT AU- <br />THORITIES <br />The City Council recessed for the purpose of sitting as the <br />Parking Authority, the Industrial Development Authority and <br />the Economic Development Authority. <br /> <br />There being no business to be conducted, the meetings were <br />adjourned; and the body reconvened as the City Council. <br /> <br />PUBLIC HEARING AT 3 P.M. <br /> <br />MERGED DOWNTOWN AND AIRPORT INDUSTRIAL PROJECT AREA - RESOL. <br />3 P.M.--Hearing was called on the proposed procedures for for- <br />mation of a Project Area Committee (PAC) for the seventh and <br />fifth amendments to the Merged Downtown and Airport Industrial <br />Project Area. No comments, written or oral, were presented. <br />Following discussion with Project Analyst Weinstein, the pub- <br />lic hearing was officially closed. The City Council approved <br />the community-wide Project Area Committee (PAC) procedures as <br />presented but amended the membership for the Airport Industri- <br />al Project Area to include six representatives from the busi- <br />ness community, two members from the residential community and <br />two members from community organizations; whereupon, Resolu- <br />tion No. 18931 of the City Council of the City of Riverside, <br />California, Calling for the Formation of a Project Area Com- <br />mittee for the Seventh and Fifth Amendments to the Merged <br />Downtown/Airport Industrial Redevelopment Project and Adopting <br />Procedure Therefor, was presented and adopted. <br /> <br />DISCUSSION CALENDAR <br /> <br />1996 JARVIS INITIATIVE <br />Councilmember Kane did not participate in discussion of the <br />Overlook Parkway Landscape Maintenance District because of a <br />possible conflict of interest. <br /> <br />Members of the City Council Finance Committee presented an <br />oral report regarding the financial impacts and election al- <br />ternatives relative to the 1996 Jarvis Initiative.
