CITY OF RIV~JIDE <br /> <br />Minutes of Regular Meeting of the City Council <br />Date of Meeting: April 23, 1996 <br />Time of Meeting: 2 P.M. <br />Place of Meeting: Council Chamber, City Hall <br /> <br />Roll Call: <br /> <br />CLOSED SESSION <br />The Mayor and Councilmembers recessed to the City Council <br />Board Room for a closed session pursuant to Government Code <br />§54956.9 to confer with and/or receive advice from its legal <br />counsel concerning one case of pending litigation. <br /> <br />RECESS <br />The City Council recessed at 2:10 p.m., following completion <br />of the closed session, and reconvened at 3 p.m. <br /> <br />PARKING, INDUSTRIAL DEVELOPMENT AND ECONOMIC DEVELOPMENT AU- <br />THORITIES <br />The City Council recessed for the purpose of sitting as the <br />Parking Authority, the Industrial Development Authority and <br />the Economic Development Authority. <br /> <br />There being no business to be conducted, the meetings were <br />adjourned; and the body reconvened as the City Council. <br /> <br />PUBLIC HEARINGS AT 3 P.M. <br /> <br />CASE AM-009-956 - NONCONFORMING TIME AND TEMPERATURE SIGNS <br />3 P.M.--Hearing was called to consider the proposal of Hemet <br />Federal Savings to amend Title 19 of the Municipal Code by de- <br />fining and permitting the relocation of nonconforming time and <br />temperature signs in appropriate zones. No one was present <br />wishing to speak on the matter. No written protests were pre- <br />sented. The public hearing was officially closed. The City <br />Council determined that the proposed Code amendment would not <br />have a significant effect on the environment and adopted a <br />Negative Declaration; and adopted the staff report and the <br />environmental assessment as findings. The Municipal Code <br />amendment was approved as recommended by the Planning Commis- <br />sion, as indicated in Exhibit 1 of the written report; and the <br />Legal Department was requested to prepare the appropriate or- <br />dinance for introduction. <br /> <br />CASE AA-002-956 - 11960 KNOEFLER - CONTINUED <br />Hearing was called to consider the appeal of Wilbert M. and <br />Mary N. Knoefler from the decision of the Board of Administra- <br />tive Appeals and Zoning Adjustment regarding the determination <br />of the application of the Uniform Code for the Abatement of <br />Dangerous Buildings for demolition as it pertains to their <br />property located at 11960 Knoefler Drive. Following discus- <br />sion with staff, Richard D.
