CITY OF RIV~_,3IDE Minutes of Regular Meeting of the City Council Date of Meeting: April 9, 1996 Time of Meeting: 9 A.M. Place of Meeting: Council Chamber, City Hall Roll Call: Mayor Loveridge called the City Council meeting to order at 9:25 a.m., following completion of the Adjourned Regular Meet- ing. The Invocation was given by Councilmember Thompson. The Pledge of Allegiance was given to the Flag. MINUTES The Minutes of the Meeting of April 2, 1996, were approved as presented. PRESENTATIONS Mayor Loveridge presented a Proclamation to Project RAD (Riv- erside Against Drugs) Coordinators Murray Schiller, Alvord Unified School District, and Tom Schultz, Riverside Unified School District, for supporting community and parent action against alcohol and tobacco sales to minors. Mayor Loveridge presented a Proclamation to Carmen Nieves, Emergency Services Coordinator, proclaiming the month of April as Earthquake Preparedness Month in the City of Riverside; and the Mayor and Councilmembers expressed their appreciation for Ms. Nieves' work in the field of disaster preparedness. CONSENT CALENDAR The following items, presented to the City Council on the Con- sent Calendar for consideration, were approved by one motion affirming the actions appropriate to each item. PLANNING COMMISSION ZONING CASE CU-033-956 ALESSANDRO/MISSION GROVE PLAZA SOUTH The City Council upheld the Planning Commission's action in approving subject to conditions the request of Texaco Refining & Marketing for a conditional use permit to establish a gas station with a food mart including two fast food restaurants, a drive-through lane and beer and wine sales on approximately 1.27 vacant acres at the southeast corner of Alessandro Boule- vard and Mission Grove Plaza South within the Alessandro Heights Specific Plan area, in Zones C-2-SP; upheld the Com- mission's determination that the proposal would not have a significant adverse effect on the environment; and concurred in the adoption of the Negative Declaration.
