CITY OF RIVERSIDE Minutes of Regular Meeting of the City Council Date of Meeting: April 2, 1996 Time of Meeting: 9 A.M. Place of Meeting: Council Chamber, City Hall Roll Call: The Invocation was given by Councilmember Clifford. The Pledge of Allegiance was given to the Flag. MINUTES The Minutes of the Meeting of March 26, 1996, were approved with a correction to Page 81-321 regarding the Youth Strategic Plan, referring this item only to the City Council Community Services and Youth Committee rather than to the Committee and City Manager. Councilmember Defenbaugh requested that the record reflect that she made a motion to fund two additional sound walls in Phase 1, Walls #161 and #183, in lieu of auxil- iary lanes, relative to the Proposed 91 Freeway Sound Walls and Auxiliary Lanes, Pages 81-321 and 81-322, but her motion failed for lack of a second. PRESENTATIONS Mayor Loveridge presented a Proclamation to Dr. Charles H. Johnson, founder of Riverside Society of Parliamentarians, proclaiming April 1996 as "Parliamentary Month" in the City of Riverside. Mayor Loveridge called upon Steve Connell, Assistant General Manager, Riverside Transit Agency (RTA), who presented the Mayor and City Council with a framed bus pass as part of their Art in Public Transit project. CONSENT CALENDAR The following items, presented to the City Council on the Con- sent Calendar for consideration, were approved by one motion affirming the actions appropriate to each item. CITY MANAGER RHA LANDSCAPE ARCHITECTS-PLANNERS - SUPPLEMENTAL AGREEMENT The City Council authorized (1) staff to exceed the 25 percent of contract cost limitation to RPIA Landscape Architects-Plan- ners, Inc., for the design work at the Municipal Auditorium Patio, Fountain and Landscape Refurbishment to revise the con- tract amount from $23,500 to $30,463.71; and (2) execution of the contract supplemental agreement by the City Manager or his designee. TOWNGATE FIRE STATION FURNISHINGS - FUND TRANSFER The City Council authorized the transfer of $20,000 from Fire Mitigation Fee Fund Account 412-541210-440301-90201 to pur- chase the necessary furnishings for the Towngate Fire Station.
