PROJECT SUMMARY: <br />1) Proposal: Proposed Certificate of Appropriateness to remodel existing structures at <br />the corner of Tenth Street and Market Street <br />2) Location: 3990 Market Street and 3761 Tenth Street, located at the corner of Tenth <br />Street and Market Street, in the Raincross District of the Downtown <br />Specific Plan, Ward 1 <br />3) Applicant: Roger Clarke of Ruhnau Clarke Properties, LLC <br />4) Case Planner: Gaby Adame, Assistant Planner <br />(951) 826 -5933 <br />gadame@riversideca.gov <br />III. RECOMMENDATION: <br />That the Cultural Heritage Board: <br />1. DETERMINE that Planning Case P15 -0899 is categorically exempt from California <br />Environmental Quality Act (CEQA) review pursuant to Section 15061(b)(3) and 21084.1 of the <br />CEQA Guidelines as it can be seen with certainty that there is no possibility that the activity <br />will have a significant effect on the environment, and, <br />2. APPROVE Planning Case P15 -0899 based on the findings outlined in the staff report and <br />summarized below, and subject to the attached conditions, thereby issuing a Certificate of <br />Appropriateness for the project: <br />FACTS FOR FINDINGS: (From Section 20.25.050 of the Riverside Municipal Code) <br />The Board and Historic Preservation Officer shall make findings of the following standards when <br />applicable to approving or denying a Certificate of Appropriateness. <br />CHB — Certificate of Appropriateness 1 of 7 P15 -0899 <br />March 16, 2016 <br />
