CITY OF RIVE,_~IDE Minutes of Special Meeting of the City Council Date of Meeting: February 12, 1996 Time of Meeting: 9 A.M. Place of Meeting: Council Chamber, City Hall Roll Call: In the absence of Mayor Loveridge, Mayor Pro Tempore Pearson called the meeting to order at 9:10 a.m. with all members pre- sent except Councilmember Defenbaugh who is in Washington, D.C., relative to activities of the March Air Force Base Joint Powers Authority and Councilmembers Kane and Thompson. CAPITAL IMPROVEMENT PROGRAM, 1995-1996 TO 2000-2001 Following opening remarks from the Resource Center Manager, the City Council began its review of the Capital Improvement Program (CIP), 1995-1996 to 2000-2001. Councilmember Thompson arrived during the following discus- sion. PARK/UqD RECREATION DEPARTMENT The Park and Recreation Director and Park Planning Coordinator discussed the Park and Recreation Capital Improvements, begin- ning on Page 7 of the CIP, and answered questions from the City Council. The City Council tentatively approved the Park and Recreation portion of the 1995-1996 to 2000-2001 Capital Improvement Program with the addition of the portion of Victo- ria at Cross Park improvements remaining unfunded and Mitchell Avenue trail improvements to the list of unfunded projects. Councilmember Kane arrived during the following discussion. LIBRARY DEPARTMENT The Library Director and Building Services Manager discussed the Library Capital Improvements, beginning on Page 3 of the CIP, and answered questions from the City Council. The City Council tentatively approved the Library portion of the 1995- 1996 to 2000-2001 Capital Improvement Program. FIRE DEPARTMENT The Fire Chief discussed the Fire Capital Improvements, begin- ning on Page 31 of the CIP, and answered questions from the City Council. The City Council tentatively approved the Fire portion of the 1995-1996 to 2000-2001 Capital Improvement Pro- gram. POLICE DEPARTMENT The Police Chief and Administrative Services Manager discussed the Police Capital Improvements, beginning on Page 37 of the CIP, and answered questions from the City Council. The City Council tentatively approved the Police portion of the 1995- 1996 to 2000-2001 Capital Improvement Program.
