CITY OF RIVE,_~IDE <br /> <br />Minutes of Special Meeting of the City Council <br />Date of Meeting: February 12, 1996 <br />Time of Meeting: 9 A.M. <br />Place of Meeting: Council Chamber, City Hall <br /> <br />Roll Call: <br /> <br />In the absence of Mayor Loveridge, Mayor Pro Tempore Pearson <br />called the meeting to order at 9:10 a.m. with all members pre- <br />sent except Councilmember Defenbaugh who is in Washington, <br />D.C., relative to activities of the March Air Force Base Joint <br />Powers Authority and Councilmembers Kane and Thompson. <br /> <br />CAPITAL IMPROVEMENT PROGRAM, 1995-1996 TO 2000-2001 <br />Following opening remarks from the Resource Center Manager, <br />the City Council began its review of the Capital Improvement <br />Program (CIP), 1995-1996 to 2000-2001. <br /> <br />Councilmember Thompson arrived during the following discus- <br />sion. <br /> <br />PARK/UqD RECREATION DEPARTMENT <br />The Park and Recreation Director and Park Planning Coordinator <br />discussed the Park and Recreation Capital Improvements, begin- <br />ning on Page 7 of the CIP, and answered questions from the <br />City Council. The City Council tentatively approved the Park <br />and Recreation portion of the 1995-1996 to 2000-2001 Capital <br />Improvement Program with the addition of the portion of Victo- <br />ria at Cross Park improvements remaining unfunded and Mitchell <br />Avenue trail improvements to the list of unfunded projects. <br /> <br />Councilmember Kane arrived during the following discussion. <br /> <br />LIBRARY DEPARTMENT <br />The Library Director and Building Services Manager discussed <br />the Library Capital Improvements, beginning on Page 3 of the <br />CIP, and answered questions from the City Council. The City <br />Council tentatively approved the Library portion of the 1995- <br />1996 to 2000-2001 Capital Improvement Program. <br /> <br />FIRE DEPARTMENT <br />The Fire Chief discussed the Fire Capital Improvements, begin- <br />ning on Page 31 of the CIP, and answered questions from the <br />City Council. The City Council tentatively approved the Fire <br />portion of the 1995-1996 to 2000-2001 Capital Improvement Pro- <br />gram. <br /> <br />POLICE DEPARTMENT <br />The Police Chief and Administrative Services Manager discussed <br />the Police Capital Improvements, beginning on Page 37 of the <br />CIP, and answered questions from the City Council.
