Place of Meeting: Council Chamber, City Hall Roll Call: The Invocation was given by the City Manager. The Pledge of Allegiance was given to the Flag. MINUTES The Minutes of the Meeting of January 23, 1996, were approved with the corrections to Page 81-236 regarding Zoning Case CU- 020-767 relating to construction of a fast food restaurant at 1420 University Avenue and Zoning Case CU-028-956 relating to establishment of a church facility at 4223 Fairgrounds Street to include the statement "upheld the Commission's determina- tion that the proposal would not have a significant adverse effect on the environment; and concurred in the adoption of the Negative Declaration" to each item. CELEBRATING RIVERSIDE Councilmember Kane's presentation of Celebrating Riverside was continued to a later date. CONSENT CALEN'DA/~ The following items, presented to the City Council on the Con- sent Calendar for consideration, were approved by one motion affirming the actions appropriate to each item; but with an added Recommendation (3) to the report regarding the 1996 Mortgage Credit Certificate Program. PLANNING COMMISSION ZONING CASE CU-054-878 (REV.) - 7335 MAGNOLIA The City Council upheld the Planning Commission's action in approving subject to conditions the request of Senior Support Network for a revised conditional use permit to establish an adult day care facility for up to 30 ambulatory and non-ambu- latory adults on approximately 1.5 acres developed with a sin- gle-family residence at 7335 Magnolia Avenue, situated on the northwest side of Magnolia Avenue southwesterly of Westwood Drive, in Zone R-1-65; upheld the Commission's determination that the proposal would not have a significant adverse effect on the environment; and concurred in the adoption of a Nega- tive Declaration. ZONING CASE RZ-006-923 - 4905 ARLINGTON - TIME EXTENSION The City Council approved the request of Rudolf Feimer, Glen- wood Realty, for an extension of time in which to complete the conditions of approval relative to the proposed rezoning from Zone R-1-65 to Zones RO-S-1-X of approximately .31 acre of land at 4905 Arlington Avenue, situated on the north side of Arlington Avenue easterly of Valencia Avenue, subject to the following conditions: (1) All applicable previously approved conditions shall remain in effect; and (2) The new expiration date shall be December 22, 1996.
