Place of Meeting: Council Chamber, City Hall Roll Call: Councilmember Clifford was unable to attend this portion of the City Council meeting because he was in Los Angeles pre- senting the Riverside County State Transportation Improvement Program requests to the California Transportation Commission. DISCUSSION CALENDAR LIBP~ARY DEPARTMENT BUDGET ADJUSTMENTS - CONTINUED Upon consideration of the written request of Councilmember Clifford, the City Council continued discussion of the Library Department Budget adjustments to February 6, 1996. RIVERSIDE CALLING PROGRAM Following discussion with Riverside Calling Program partici- pants, the City Council received and ordered filed the report prepared by the Development Coordinator summarizing the re- sults of the Program in which over 7,000 small businesses were contacted during the summer of 1995 as part of the City's overall business retention efforts. MID-YEAR BUDGET REVIEW - CONTINUED The Resource Center Manager, City Manager and Finance Director presented the Mid-Year Budget review and answered questions from the Mayor and City Council. Following discussion and without formal motion, this matter was continued to immediate- ly follow the 3 p.m. hearing relative to Zoning Case RZ-017- 956. PUBLIC HEARING AT 3 P.M. ZONING CASE RZ-017-956 VAN BUREN/TRAUTWEIN - ORD. INTRO. 3 P.M.--Hearing was called to consider the request of TMM Re- alty Services to place approximately 7.8 vacant acres situated on the northeast corner of Van Buren Boulevard and Trautwein Road in Zones C-2 and R-3-40 and remove the same from Zones C- 2 and R-3-40; and to consider supplementing the requested zon- ing with Zones S and X. No protests, written or oral, were presented. The public hearing was officially closed. The City Council approved the reconfiguration of Zones C-2 and R- 3-40 subject to the conditions recommended by the Planning Commission; adopted the environmental assessment and the find- ings in the staff report; upheld the Planning Commission's determination that the rezoning would not have a significant adverse effect on the environment and concurred in the adop- tion of a Negative Declaration; and introduced the appropriate rezoning ordinance. Councilmember Clifford entered during the following discus- sion.
