MINUTES The Minutes of the Meeting of March 23, 1999, were approved as presented; with Motion X Councilmembers Defenbaugh and Kane abstaining as they were in Washington, D.e., Second X on City business. Ayes X X X X X Abstain X X PRESENTATIONS Mayor Loveridge presented a Proclamation to Robin Lang, Chair of Keep Riverside Clean and Beautiful, proclaiming the month of April 1999 as Keep Riverside Clean and Beautiful Month. Mayor Loveridge presented a Proclamation to Parliamentarian Charles H. Johnson and Bill Anderson, Vice President of the Riverside Society of Parliamentarians, Chapter 52 of the American Institute of Parliamentarians, proclaiming the month of April 1999 as Parliamentarian Month. CONSENT CALENDAR The following items, presented to the City Council on the Consent Calendar for consideration, were approved by one motion affirming the actions appropriate to each Motion X item; with Councilmember Pearson disqualifying herself from the item relative to the Second X Underground Utility District along La Sierra from Gramercy to Arlington. All Ayes PLANNING COMMISSION ZONING CASE CU-014-945 - 2011 SPRUCE - TIME EXTENSION The City Council upheld the action of the Planning Commission in approving subject to conditions the proposal of the Volunteer Center of Riverside County for a time extension to March 2001 of Zoning Case CU-014-945 which established a temporary social services facility for the homeless on approximately 2.4 acres at 2011 Spruce Street, situated on the north side of Spruce Street easterly of Kansas A venue, in Zones M-2 and We. CASE NC-001-989 - STREET NAME CHANGE - GOPHER GULCH The City Council (1) upheld the action of the Planning Commission in denying the request of area residents for consideration of a possible street name change for Gopher Gulch Road to Morgan Road and instead approving, subject to conditions, formally recognizing the street name of Gopher Gulch (Road to be deleted); and (2) requested the Legal Department to prepare the appropriate resolution for adoption.
