CITY OF RIV~ ,SIDE Minutes of Regular Meeting of the City Council Date of Meeting: October 8, 1996 Time of Meeting: 9 A.M. Place of Meeting: Council Chamber, City Hall Roll Call: In the absence of Mayor Loveridge, Mayor Pro Tempore Clifford called the meeting to order at 9:20 a.m. The Invocation was given by Councilmember Moore. The Pledge of Allegiance was given to the Flag. PRESENTATIONS Mayor Pro Tempore Clifford presented a Proclamation to Fern Yonnes, Riverside County Department of Mental Health, pro- claiming the week of October 6-12, 1996, as Mental Illness Awareness Week. Mayor Pro Tempore Clifford presented a Proclamation to Mary Lee Peters, Executive Director of the Riverside Arts Founda- tion, proclaiming the month of October 1996, as Arts and Hu- manities Month. MINUTES The Minutes of the Meeting of October 1, 1996, were approved as presented but amending Page 82-104 regarding Local Park Development Fees to reflect Councilmember Clifford's opposi- tion to a fee increase for commercial and industrial uses. CONSENT CALENDAR The following items, presented to the City Council on the Con- sent Calendar for consideration, were approved by one motion affirming the actions appropriate to each item. CULTUPJ~L HERITAGE BOARD CASE HD-001-967 - 3343 BROCKTON - RESOLUTION The City Council upheld the Cultural Heritage Board's action in approving the request of Mike Rothenberg and Donna Finney to designate the Pardue-Simons House, located at 3343 Brockton Avenue, as a City Structure of Merit; whereupon, Resolution No. 18992 of the City Council of the City of Riverside, Cali- fornia, Approving Application Number HD-001-967 and Designat- ing the Pardue-Simons House and Site, Located at 3343 Brockton Avenue, Riverside, California, as a Structure of Merit -- APN: 214-112-013, was presented and adopted. PLANNING COMMISSION ZONING CASE CU-009-967 VAN BUREN AND TRAUTWEIN The City Council upheld the Planning Commission's action in approving subject to conditions, with the additional con- ditions recommended by the Police Department in a memo dated October 1, 1996, attached to the written staff report, the request of Robert H.
