Place of Meeting: Council Chamber, City Hall Roll Call: LONG RANGE PLANNING - PROPOSED PUBLIC SAFETY BUILDING Following presentation and discussion with Ian Gill of High- land Partnership, Inc., and other consultants involved in the preparation of the Police and Fire Departments Public Safety Facility Initial Feasibility Analysis Reduced Scope Facility report, the City Council (1) received and ordered filed the written staff report and the report regarding the proposed new public safety building prepared by Highland Partnership, Inc.; and (2) requested the City Manager continue to evaluate devel- opment alternatives and report back to the City Council during mid-year Budget reviews. PUBLIC HEARINGS AT 3 P.M. EXTENSION OF INTERIM ORDINANCE - ADULT-ORIENTED BUSINESSES - URGENCY ORDINANCE ADOPTED 3 P.M.--Hearing was called to consider extending for a period of 10 months and 15 days, through August 11, 1997, the provi- sions of Interim Zoning Ordinance No. 6305 adopted August 13, 1996, which imposes a moratorium on adult uses and a process allowing applications for exceptions as to adult uses within the City of Riverside. No one was present wishing to speak on the matter. No protests, written or oral, were presented. Following a brief discussion, the public hearing was official- ly closed. The City Council (1) found that there is an imme- diate threat to the public health, safety or welfare and that the approval of any adult entertainment businesses pursuant to the existing code provisions would result in that threat to public health, safety or welfare; and (2) adopted an urgency ordinance approving the extension of the interim zoning mea- sure establishing the moratorium and exception provision based on the findings contained in the urgency ordinance. The in- terim zoning ordinance will be effective through August 11, 1997, or until repealed. Further, Ordinance No. 6318 en- titled, "An Ordinance of the City of Riverside, California, Extending the Interim Zoning Measure Established by Ordinance No. 6305 Thereby Placing a Moratorium on Adult Uses and an Exception Process Allowing Applications for Exceptions as to Adult Uses Within the City of Riverside for a Period of 10 Months and 15 Days Pursuant to Government Code Section 65858 to Protect Public Health, Safety and Welfare; and Declaring This Ordinance to be an Urgency Measure," was presented and adopted. CASE AM-001-967 - ADULT-ORIENTED BUSINESS - ORDINANCE INTRO. 3 P.M.--Hearing was called on the proposal of the City of Riv- erside to amend Title 19 (Zoning) of the Riverside Municipal Code by deleting Zone E (Adult Entertainment Combining Zone) and establishing separate regulations for adult-oriented busi- nesses. No one was present wishing to speak on the matter. No protests, written or oral were presented. Following dis- cussion, the public hearing was officially closed.
