CITY OF RI~. tIDE <br /> <br />Minutes of Regular Meeting of the City Council <br />Date of Meeting: September 24, 1996 <br />Time of Meeting: 2 P.M. <br />Place of Meeting: Council Chamber, City Hall <br /> <br />Roll Call: <br /> <br />LONG RANGE PLANNING - PROPOSED PUBLIC SAFETY BUILDING <br />Following presentation and discussion with Ian Gill of High- <br />land Partnership, Inc., and other consultants involved in the <br />preparation of the Police and Fire Departments Public Safety <br />Facility Initial Feasibility Analysis Reduced Scope Facility <br />report, the City Council (1) received and ordered filed the <br />written staff report and the report regarding the proposed new <br />public safety building prepared by Highland Partnership, Inc.; <br />and (2) requested the City Manager continue to evaluate devel- <br />opment alternatives and report back to the City Council during <br />mid-year Budget reviews. <br /> <br />PUBLIC HEARINGS AT 3 P.M. <br /> <br />EXTENSION OF INTERIM ORDINANCE - ADULT-ORIENTED BUSINESSES - <br />URGENCY ORDINANCE ADOPTED <br />3 P.M.--Hearing was called to consider extending for a period <br />of 10 months and 15 days, through August 11, 1997, the provi- <br />sions of Interim Zoning Ordinance No. 6305 adopted August 13, <br />1996, which imposes a moratorium on adult uses and a process <br />allowing applications for exceptions as to adult uses within <br />the City of Riverside. No one was present wishing to speak on <br />the matter. No protests, written or oral, were presented. <br />Following a brief discussion, the public hearing was official- <br />ly closed. The City Council (1) found that there is an imme- <br />diate threat to the public health, safety or welfare and that <br />the approval of any adult entertainment businesses pursuant to <br />the existing code provisions would result in that threat to <br />public health, safety or welfare; and (2) adopted an urgency <br />ordinance approving the extension of the interim zoning mea- <br />sure establishing the moratorium and exception provision based <br />on the findings contained in the urgency ordinance. The in- <br />terim zoning ordinance will be effective through August 11, <br />1997, or until repealed. Further, Ordinance No. 6318 en- <br />titled, "An Ordinance of the City of Riverside, California, <br />Extending the Interim Zoning Measure Established by Ordinance <br />No. 6305 Thereby Placing a Moratorium on Adult Uses and an <br />Exception Process Allowing Applications for Exceptions as to <br />Adult Uses Within the City of Riverside for a Period of 10 <br />Months and 15 Days Pursuant to Government Code Section 65858 <br />to Protect Public Health, Safety and Welfare; and Declaring <br />This Ordinance to be an Urgency Measure," was presented and <br />adopted. <br /> <br />CASE AM-001-967 - ADULT-ORIENTED BUSINESS - ORDINANCE INTRO. <br />3 P.M.--Hearing was called on the proposal of the City of Riv- <br />erside to amend Title 19 (Zoning) of the Riverside Municipal <br />Code by deleting Zone E (Adult Entertainment Combining Zone) <br />and establishing separate regulations for adult-oriented busi- <br />nesses. No one was present wishing to speak on the matter. <br />No protests, written or oral were presented. Following dis- <br />cussion, the public hearing was officially closed.
