MINUTES The Minutes of the Meeting of September 3, 1996, were approved as presented. CONSENT CALENDAR The following items, presented to the City Council on the Con- sent Calendar for consideration, were approved by one motion affirming the actions appropriate to each item. ENVIRONMENTAL PROTECTION COMMISSION CASE EP-002-967 - AUTO DRIVE EAST OF ADAMS STREET The City Council upheld the action of the Environmental Pro- tection Commission in determining that the proposed demolition of an approximately 10,000-square-foot commercial building, generally situated on the southerly side of Auto Drive east of Adams Street, in Zone C-3, would not have a significant effect on the environment because mitigation measures have been re- quired; and concurred in the adoption of a Mitigated Negative Declaration. CITY MANAGER BID 5427 - POLICE DEPARTMENT AMMUNITION The City Council (1) awarded Bid 5427 to Dooley Enterprises, Inc., in the amount of $33,074.94, for the purchase of ammuni- tion for the Police Department; and (2) authorized the Pur- chasing Services Manager to proceed by purchase order for the required items. VOLUNTEER CENTER - SECOND AMENDMENT The City Council authorized the City Manager or his designee to execute the Second Amendment to Lease Agreement and Mutual Termination Agreement with the Volunteer Center of Greater Riverside for the termination of the occupancy of Room 103 at Cesar E. Chavez Community Center, effective August 31, 1996, as outlined in the written staff report. RELINQUISHMENT OF WATER LINE EASEMENT - SAN ANTONIO ROAD The City Council (1) approved the relinquishment of the water line easement on the northwest side of San Antonio Road, in the city of Colton, to Casa Mediterrania, LLC; and (2) autho- rized the City Manager or his designee to execute all docu- ments necessary to quitclaim the easement rights to the prop- erty owner.
