CITY OF RIVE. I~IDE Minutes of Regular Meeting of the City Council Date of Meeting: September 3, 1996 Time of Meeting: 9 A.M. Place of Meeting: Council Chamber, City Hall Roll Call: Mayor Loveridge called the City Council meeting to order at 9:25 a.m. following the Redevelopment Agency Meeting. The Invocation was given by Councilmember Defenbaugh. The Pledge of Allegiance was given to the Flag. MINUTES The Minutes of the Meeting of August 27, 1996, were approved as presented. PRESENTATION Councilmember Thompson gave a brief report explaining the background of the genealogy booth at the Orange Blossom Festi- val and introduced Boyd Jensen, Stake President of the River- side West Stake of the Church of Jesus Christ of Latter-Day Saints, for a special presentation of a geneologic record to the Mayor and Mrs. Loveridge. CONSENT CALENDAR The following items, presented to the City Council on the Con- sent Calendar for consideration, were approved by one motion affirming the actions appropriate to each item with Council- member Clifford requesting his vote be shown as "No" on the item regarding conceptual approval of an independent contractor/consultant as coordinator of the Youth Action Council. CITY MANAGER CANCELLATION OF CITY COUNCIL MEETING The City Council approved the cancellation of the October 15, 1996, City Council Meeting due to a lack of a quorum as sever- al of the Councilmembers will be attending the League of Cali- fornia Cities annual conference held that same day in Anaheim, California, and one other Councilmember will be out of town. LIBRARY SERVICES/CONSTRUCTION ACT FUNDS - SUPP. APPROP. The City Council (1) authorized submission of the sixteenth year grant application to the California State Library for Library Services and Construction Act (LSCA) Major Urban Re- source Libraries (MURL) funds for the two projects outlined in the written staff report; (2) authorized the acceptance of the MURL funds to be deposited into Revenue Account 210-0-331100- 11080; and (3) appropriated $29,291 into Special Department Supplies (City) Account 210-451200-426800-11080; and $16,218 into Special Department Supplies (County) Account 210-451700- 426800-11080.
