CITY OF RIV. 3IDE Minutes of Regular Meeting of the City Council Date of Meeting: July 23, 1996 Time of Meeting: 9 A.M. Place of Meeting: Council Chamber, City Hall Roll Call: In the absence of Mayor Loveridge, Mayor Pro Tempore Clifford called the meeting to order at 9 a.m. The Invocation was given by Councilmember Thompson. The Pledge of Allegiance was given to the Flag. MINUTES Following discussion, it was moved and seconded to approve the Minutes of the Meetings of July 9 and 12, 1996, but deleting items (3) and (4) from the City Council action regarding the Youth Action Plan on page 82-8 of the July 9 Minutes and add- ing language to page 82-16 of the July 9 Minutes to clarify that Councilmember Defenbaugh left the Meeting to attend a community meeting in Ward 3. Mayor Pro Tempore Clifford de- clared the motion failed for lack of a majority vote. A substitute motion was made and carried to continue ap- proval of the minutes until later in the day for clarifica- tion relating to the Youth Action Plan. PRESENTATION Mayor Pro Tempore Clifford presented a Proclamation to Prax Loya, representing Our Lady of Guadalupe Shrine, in honor of the 40th Anniversary of La Gran Fiesta Ranchera. CONSENT CALENDAR The following items, presented to the City Council on the Con- sent Calendar for consideration, were approved by one motion affirming the actions appropriate to each item; with the ex- ception of the Police Department's Automated Criminal Identi- fication and Information System (ACIIS) which was removed from the agenda; and amending the continuance to August 13, 1996, for the adoption of a resolution approving the election of a Project Area Committee for the Merged Downtown/Airport Indus- trial Project Area. PLANNING COMMISSION ZONING CASE MP-006-789 (REVISED) 6890 DOOLITTLE The City Council upheld the Planning Commission's action in approving subject to conditions the request of Ron Erickson, under Zoning Case MP-006-789, for a revised plot plan to add an approximately 5,754-square-foot storage building on approx- imately 1.04 acres developed with a 2,400-square-foot office building at 6890 Doolittle Avenue, situated on the southwest- erly side of Doolittle Avenue, northwesterly of Morris Street, in Zone MP; upheld the Commission's determination that the proposal would not have a significant effect on the environ- ment; and concurred in the adoption of the Negative Declara- tion.
