CITY OF RIVERSIDE Minutes of Regular Meeting of the City Council Date of Meeting: July 9, 1996 Time of Meeting: 9 A.M. MINUTES The Minutes of the Meeting of June 25, 1996, were approved as presented. PRESENTATION Mayor Loveridge and Police Chief Fortier presented Certifi- cates of Appreciation to Police Safety Dispatcher Kelly Monte- leone and Sergeant Don Taulli for their prompt actions which led to saving the life of a young child. CONSENT CALENDAR The following items, presented to the City Council on the Con- sent Calendar for consideration, were approved by one motion affirming the actions appropriate to each item; with the ex- ception of Bid 5399 which was removed from the agenda; and the closure of the Central Library was extended to August 9, 1996. ENVIRONMENTAL PROTECTION COMMISSION CASE EP-039-890 (REV.) - SYCAMORE HIGHLANDS GRADING The City Council upheld the action of the Environmental Pro- tection Commission in determining that the proposed grading plan of Wells Fargo Bank to revise the previously approved Mitigation Measures of the grading plan for Tract 25409, gen- erally located southerly of Central Avenue and easterly of the future extension of Lochmoor Drive, would not have a signifi- cant effect on the environment because Mitigation Measures have been required; and concurred in the adoption of a Miti- gated Negative Declaration. The requested modification re- lates to grading within and adjacent to Sycamore Canyon Wil- derness Park. CASE EP-024-901 (REV.) SYCA/~ORE HIGHLANDS GRADING The City Council upheld the action of the Environmental Pro- tection Commission in determining that the proposed grading plan of Wells Fargo Bank to revise the previously approved grading plan and Mitigation Measures for Tract 21167, general- ly located southerly of the community of University City, would not have a significant effect on the environment because Mitigation Measures have been required; and concurred in the adoption of a Mitigated Negative Declaration. Grading revi- sions are proposed for Lots 21-32 adjacent to University City and Lots 53-78, located southerly of Kirkmichael Circle. Pro- posed revisions to the Mitigation Measures relate to grading adjacent to and within Sycamore Canyon Wilderness Park.
