PARKING, INDUSTRIAL DEVELOPMENT AND ECONOMIC DEVELOP- MENT AUTHORITIES The City Council recessed for the purpose of sitting as the Parking Authority, the Industrial Development Authority, and the Economic Development Authority. There being no business to be conducted, the meetings were adjourned; and the body reconvened as the City Council. PUBLIC HEARINGS AT 3 P.M. ZONING CASE MP-004-989 - SYCAMORE CANYON SELY. OF RIVER RUN - SYCAMORE CANYON BUSINESS PARK 3 P.M.--Hearing was called on the proposal of Goodyear Tire and Rubber Company for an industrial plot plan consisting of an approximately 482,000-square-foot warehouse building, 70 parking spaces, and 77 trailer spaces on approximately 23 vacant acres situated westerly of Sycamore Canyon Boulevard and southeasterly of River Run Road within the Sycamore Canyon Business Park Specific Plan in Zones MP and RA, with the City Council to also consider the determination by the Planning Commission that the proposed project will not have a significant effect on the environment and that a Negative Declaration be adopted. No protests, written or oral, were presented. The public hearing was officially closed. The City Council approved Zoning Case MP-004-989, subject to the recommended conditions, adopted the staff report, Variance Justification Form, and environmental assessment as findings; determined that the approval of this project would not have a significant effect on the environment and concurred in the adoption of a Mitigated Negative Declaration; and determined that the project could have the potential for adverse effects on wildlife resources and the applicant is responsible for payment of Fish and Game fees at the time the Notice of Determination is filed with the County. ZONING CASE RZ-012-989 - SYCAMORE CANYON SELY. OF RIVER RUN - SYCAMORE CANYON BUSINESS PARK - ORDINANCE INTRODUCED 3 P.M.--Hearing was called on the proposal of Sycamore Canyon Associates to place approximately 18 vacant acres situated on the westerly side of Sycamore Canyon Boulevard southeasterly of River Run Road in the Sycamore Canyon Business Park in Zone MP, and remove same from Zone RA, with the City Council to also consider supplementing the requested zoning with Zone S and the determination by the Planning Commission that the proposed project will not have a significant effect on the environment and that a Negative Declaration be adopted. No protests, written or oral, were presented. The public hearing was officially closed. The City Council approved Zone MP subject to the recommended conditions as outlined in the written staff report; adopted the staff report and environmental assessment as findings; Motion Second All Ayes X X 84-240
