CITY OF RIVERSIDE <br />CITY ,COUNCIL <br /> <br />Minutes of: <br />Date of Meeting: <br />Time of Meeting: <br />Place of Meeting: <br /> <br />Regular Meeting of the City Council <br />January 26, 1999 <br />2 p.m. <br />Council Chamber, City Hall <br /> <br />Roll Call: <br /> <br />In the absence of Mayor Loveridge, Mayor Pro Tempore Clifford called the City <br />Council meeting to order at 3 p.m. <br /> <br />PARKING, INDUSTRIAL DEVELOPMENT AND ECONOMIC <br />DEVELOPMENT AUTHORITIES <br />The City Council recessed for the purpose of sitting as the Parking Authority, the <br />Industrial Development Authority, and the Economic Development Authority. <br /> <br />There being no business to be conducted, the meetings were adjourned; and the body <br />reconvened as the City Council. <br /> <br />PUBLIC HEARINGS AT 3 P.M. <br /> <br />CASE AM-006-989 - DISSOLUTION OF BOARD OF ADMINISTRATIVE <br />APPEALS AND ZONING ADJUSTMENT - ORDINANCE INTRODUCED <br />3 P.M.--Hearing was called on the proposal of the City of Riverside to amend Title <br />19 and Titles 2, 7 and 16 of the Municipal Code, for the dissolution of the Board of <br />Administrative Appeals and Zoning Adjustment (BAAZA) and the reassignment of <br />its duties to the City Planning Commission. No one was present wishing to speak on <br />the matter. No protests, written or oral, were presented. Following discussion, the <br />public hearing was officially closed. The City Council (1) approved an amendment <br />to the Municipal Code; (2) found that the amendment would not have a significant <br />adverse impact on the environment, adopted a Negative Declaration, and found there <br />is no evidence that the proposed project will have any potential for adverse effect on <br />wildlife resources and the impacts of the project are found to be de minimis pursuant <br />to Section 711.4 of the Fish and Game Code; (3) requested the Mayor to send the <br />appropriate letters thanking the members for their service; and (4) introduced the <br />appropriate ordinance; whereupon, an ordinance entitled, "An Ordinance of the City <br />of Riverside, California, Amending Chapter 2.40, Chapter 2.52, Chapter 7.40, <br />Certain Chapters of Title 16 and Certain Chapters of Title 19 of the Riverside <br />Municipal Code to Dissolve and Delete the Board of Administrative Appeals and <br />Zoning Adjustment (BAAZA) and to Assign Its Duties to the City Planning <br />Commission," was presented and introduced. <br /> <br />ZONING CASES CU-009-978 & CU-012-978 (REV.) - APPEAL ~ SELY. <br />CORNER OF FAIR ISLE AND SYCAMORE CANYON <br />3 P.M.--Further hearing was called to consider the appeal of Craig Burns of <br />Southland Venture LLC, from the decision of the Planning Commission in <br />approving, in part, their proposal for sign variances for the properties situated on the <br />southeast corner of Fair Isle Drive and Sycamore Canyon Boulevard in Zone C-2-SP. <br />Variances requested: (A) to allow a pole sign identifying. two uses where only the <br />gasoline service station identification would be allowed; and (B) to allow four <br />building signs totaling 54 square feet for the service station/quick serve restaurant/ <br />food mart where only two building signs totaling 36 square feet would be allowed. <br />The Planning Commission denied Variance A and approved Variance B in part.
