W A T F R <br />FNERC,Y <br />L I F E <br />P U B L I C U T I L I T I E S <br />RIVERSIDE PUBLIC UTILITIES <br />Board Memorandum <br />BOARD OF PUBLIC UTILITIES <br />DATE: FEBRUARY 19, 2016 <br />ITEM NO: 9 <br />File ID — 16 -0340 — D <br />SUBJECT: APPROVAL OF PROFESSIONAL SERVICE AGREEMENT WITH UNIVERSITY OF <br />CALIFORNIA RIVERSIDE FORECAST LLC., RFP #1568, AND WORK ORDER NO. <br />1612539 FOR ECONOMIC BENEFIT ANALYSIS CONSULTING SERVICES FOR <br />$72,000 <br />ISSUES: <br />The issues for Board of Public Utilities consideration are: 1) Work Order No. 1612539 in the amount of <br />$72,000; 2) a Professional Services Agreement with UCR Forecast LLC., of Riverside, CA, in the amount <br />of $66,000 for the development of a comprehensive consumer economic benefit analysis that identifies <br />the value of ownership and operation of a community municipal public water and electric utility. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />Approve Work Order No. 1612539 in the amount of $72,000 for the development of a <br />comprehensive consumer economic benefit analysis that identifies the value of ownership and <br />operation of Riverside Public Utility's community municipal public water and electric utility; <br />Approve the Professional Services Agreement with UCR Forecast, LLC., for the development of <br />a comprehensive consumer economic benefit analysis that identifies the value of ownership <br />and operation of Riverside Public Utility's community municipal public water and electric utility in <br />the amount of $66,000 and authorize staff to issue change orders to this agreement in an <br />amount not -to- exceed $6,000; and <br />3. Authorize the City Manager, or his designee, to execute all documents related to this <br />transaction. <br />BACKGROUND: <br />Riverside Public Utilities (RPU) is proposing the development of a comprehensive consumer economic <br />benefit analysis that identifies the value of ownership and operation of Riverside Public Utility's <br />community municipal public water and electric utility. <br />On November 24, 2015, Riverside Public Utilities issued a Request for Proposal (RFP) # 1568 for the <br />development of a consumer economic benefit analysis. Fourteen vendors were invited to submit <br />proposals for the Economic Benefit Analysis. On December 8, 2015, a single vendor response was <br />received from UCR Forecast LLC., in response to the RFP. Emails were sent to four of the fourteen <br />vendors on the bidder list distribution to determine why other potential bidders did not respond. Two of <br />the four potential bidders that responded stated that they did not believe they were a good fit to conduct <br />this type of analysis.
