W A T F R FNERC,Y L I F E P U B L I C U T I L I T I E S RIVERSIDE PUBLIC UTILITIES Board Memorandum BOARD OF PUBLIC UTILITIES DATE: FEBRUARY 19, 2016 ITEM NO: 9 File ID — 16 -0340 — D SUBJECT: APPROVAL OF PROFESSIONAL SERVICE AGREEMENT WITH UNIVERSITY OF CALIFORNIA RIVERSIDE FORECAST LLC., RFP #1568, AND WORK ORDER NO. 1612539 FOR ECONOMIC BENEFIT ANALYSIS CONSULTING SERVICES FOR $72,000 ISSUES: The issues for Board of Public Utilities consideration are: 1) Work Order No. 1612539 in the amount of $72,000; 2) a Professional Services Agreement with UCR Forecast LLC., of Riverside, CA, in the amount of $66,000 for the development of a comprehensive consumer economic benefit analysis that identifies the value of ownership and operation of a community municipal public water and electric utility. RECOMMENDATIONS: That the Board of Public Utilities: Approve Work Order No. 1612539 in the amount of $72,000 for the development of a comprehensive consumer economic benefit analysis that identifies the value of ownership and operation of Riverside Public Utility's community municipal public water and electric utility; Approve the Professional Services Agreement with UCR Forecast, LLC., for the development of a comprehensive consumer economic benefit analysis that identifies the value of ownership and operation of Riverside Public Utility's community municipal public water and electric utility in the amount of $66,000 and authorize staff to issue change orders to this agreement in an amount not -to- exceed $6,000; and 3. Authorize the City Manager, or his designee, to execute all documents related to this transaction. BACKGROUND: Riverside Public Utilities (RPU) is proposing the development of a comprehensive consumer economic benefit analysis that identifies the value of ownership and operation of Riverside Public Utility's community municipal public water and electric utility. On November 24, 2015, Riverside Public Utilities issued a Request for Proposal (RFP) # 1568 for the development of a consumer economic benefit analysis. Fourteen vendors were invited to submit proposals for the Economic Benefit Analysis. On December 8, 2015, a single vendor response was received from UCR Forecast LLC., in response to the RFP. Emails were sent to four of the fourteen vendors on the bidder list distribution to determine why other potential bidders did not respond. Two of the four potential bidders that responded stated that they did not believe they were a good fit to conduct this type of analysis. There was no response from the other potential vendors. Page 79
