RIVERSIDE PUBLIC UTILITIES <br /> <br />Board Memorandum <br />BOARD OF PUBLIC UTILITIESDATE: <br />February 19, 2016 <br />ITEM NO <br />: 5 <br />File ID –16-0486–C <br />SUBJECTELECTRIC SUPERVISORY CONTROL AND DATA ACQUISITION(SCADA) ANNUAL <br />: <br />SOFTWARE MAINTENANCEAND SUPPORT RENEWAL FOR THE PERIOD OF <br />JANUARY 1, 2016 TO NOVEMBER 15, 2016FOR $55,820 <br />ISSUE <br />: <br />The issue for Board of Public Utilities consideration isapproval of annual software maintenance and <br />support for theelectric Supervisory Control and Data Acquisition (SCADA) System. <br />RECOMMENDATION <br />: <br />That the Board of Public Utilitiesapprove the awardof a purchase order to Open Systems International, <br />Inc. (OSI), for electric SCADA Annual Software Maintenance and Support, in the amount of $55,820. <br />BACKGROUND <br />: <br />The electric SCADA system is a key operational tool for the continuous safe and reliable operation of the <br />Riverside electric transmission and distribution grid. SCADA is a sophisticated software based system, <br />used by the system operators, to provide real-time information and remote control of many system <br />functionsand devices. Remote control improves response time, and reduces costs over manual <br />operations. Like most major software systems, the manufacturer provides frequent updates related to <br />system performance, cyber security, and functionality. SCADA requires this software maintenance to <br />remain fully operational and in regulatory compliance. <br />The electric SCADA system is a proprietary product of Open Systems International Inc.(OSI). As such, <br />OSI is the only vendor qualified and in a position to provide maintenance and update of the software. <br />The services offered by OSIare so special and unique that other vendors are unable to provide a <br />comparable service. Therefore, this action is a solesource procurementfor software maintenance and <br />supportfor the existing Electric SCADA System.Under Section 201(c) of City Council Resolution No. <br />22576, formal competitive procurement is not required if the procurement can only be obtained from a <br />sole source,or timely from a single source.The City’s Purchasing Services Manager approved a <br />justification of single/sole source brand request for this software maintenance, and is satisfied that the <br />best price,terms and conditions for the procurement have been negotiated. <br />Riverside Public Utilities (RPU) negotiated with OSI to providesoftwaremaintenance on the existing <br />Electric SCADA system through November 15, 2016. This action will provide the necessary <br />maintenance until such services prescribed in theexisting SCADA System Upgrade Project Agreement <br />take effecton November 16, 2016. <br />The Purchasing Services Manager concurs thatthe recommended actions comply with the City of <br />Riverside’s Purchasing Resolution No. 22576. <br />Page 18 <br />
