CODE OF ETHICS AND CONDUCT <br />ADJUDICATING BODY <br />WEDNESDAY, FEBRUARY 24, 2016, 3 P.M. <br />MAYOR'S CEREMONIAL ROOM <br />MINUTES <br />PRESENT: Chair Gilleece and Members Tarmo, Evans, Dew, Riggle, and <br />Alternate Combe <br />ALSO PRESENT: Mayor Bailey, Councilmember Davis, Colleen Nicol, Bob Hansen, <br />Phil Pitchford, Cheryl Marie- Hansberger, Lalit Acharya, and Nola <br />Tainter <br />STAFF PRESENT: May Davis, Vivian Moreno, Richard Olquin, Theresa Newham, Bill <br />Hoskins, Brian Park, Jason Hunter, Corliss D'Agostino, Harry Blair, <br />Karin Roberts, David Roberts, Alicia Robinson, and others <br />Chair Gilleece convened the meeting at 3 p.m. followed by introduction of the Adjudicating <br />Body members and staff. Assistant City Attorney Hansen read the hearing protocol to be <br />followed. <br />PUBLIC COMMENT <br />Theresa Newham spoke regarding the Mayoral election. <br />HEARING <br />Hearing was called to hear the complaint by Councilmember Davis against Mayor Bailey <br />filed on July 29, 2014. Complainant Councilmember Davis presented his complaint <br />against Mayor Bailey. Mayor Bailey presented his response to the complaint followed by <br />rebuttal remarks from both parties. The hearing was closed. <br />Following discussion, it was moved by Member Riggle and seconded by Member Tarmo <br />finding no violation of the Code of Ethics in this matter.
