The Pledge of Allegiance was given to the Flag. MINUTES The Minutes of the Meetings of September 22 and October 6, 1998, were approved as presented. COMMENTS Mayor Loveridge, Sally Beaty (Councilmember Beaty's wife), Councilmembers Moore, Defenbaugh, Kane, Clifford, Thompson and Pearson, the City Manager and Police Chief Carroll commented on the incident that occurred in the City Council Chamber on October 6, 1998. Councilmember Pearson left the Meeting at this time. PRESENTATIONS Mayor Loveridge presented a Proclamation to Project RAD Coordinators Murray Schiller, Alvord Unified School District, and David Lee, Riverside Unified School District, proclaiming the week of October 19-25, 1998, as Red Ribbon Week. Mayor Loveridge presented a Certificate of Appreciation to Fire Division Chief Chuck Edwards, Public Safety Officer for the month of October, who was honored by the Greater Riverside Chambers of Commerce at Good Morning Riverside. CONSENT CALENDAR The following items, presented to the City Council on the Consent Calendar for consideration, were approved by one motion affirming the actions appropriate to each item with Councilmember Kane disqualifying herself due to a possible conflict of interest on the final approval of Tract Map 26109-2. CITY MANAGER BID 5584 - GOESKE SENIOR CITIZENS AND HANDICAP CENTER PATIO IMPROVEMENTS The City Council (1) awarded Bid 5584 to FENCO, General Engineering and Building Contractors, in the amount of $74,5 14 for Base Bid Item I-A and Additive Bid Item II- E (Project Accounts 411-552200-440301-90024 and 411-552200-440301-90034) for Goeske Senior Citizens and Handicap Center patio improvements; and (2) authorized the City Manager or his designee to execute the contract.
