The Pledge of Allegiance was given to the Flag. MINUTES The Minutes of the Meeting of August 11, 1998, were approved as presented. Mayor Loveridge announced that Councilmembers Beaty and Moore are on a Sister City visit to South Africa and Councilmember Defenbaugh is on vacation. PRESENTATIONS Mayor Loveridge and Councilmember Pearson presented Proclamations to Joe Pagliuso, United States Karate Organization, and Beverly Bailey, Stronghold Electric, in recognition of their recent nominations for the regional Small Business Person of the Year Award. Mayor Loveridge presented a Certificate of Appreciation to Police Detective Dan Hoxmeier, Public Safety Officer for the month of August, who was honored by the Greater Riverside Chambers of Commerce at Good Morning Riverside. Mayor Loveridge called on David Wright, Deputy Public Utilities Director, who presented an energy-rebate check to the County of Riverside for their participation in the Riverside Public Utilities Off-Peak Cooling/Thermal Energy Storage System Incentive Program. CONSENT CALENDAR The following items, presented to the City Council on the Consent Calendar for consideration, were approved by one motion affirming the actions appropriate to each item; with Councilmember Clifford requesting his vote be shown as "No" on the agreement with San Bemardino County Public Health Department and Housing Authority of Riverside County for Housing Opportunities for Persons with AIDS (HOPWA) Program. (See page 84-56). PLANNING COMMISSION ZONING CASE CU-012-790 (REVISED) - 4196 VAN BUREN The City Council upheld the action of the Planning Commission in approving subject to conditions the request of Combs Marr Architects, on behalf of ARCO Products Company, for sign variances at an existing service station and mini market at 4196 Van Buren Boulevard, situated on the southerly comer of Van Buren Boulevard and California Avenue in Zone C-2-S-1.
