Minutes of: <br />Date of Meeting: <br />Time of Meeting: <br />Place of Meeting: <br /> <br />CITY OF RIVERSIDE <br />CITY COUNCIL <br /> <br />Regular Meeting of the City Council <br />June 23, 1998 <br />2p.m. <br />Council Chamber, City Hall <br /> <br />COUNCILMEMBERS <br /> <br />B M <br />E O <br />A O <br />T R <br />Y E <br /> <br />DKC T P <br />E AL HE <br />F NI OA <br />E E F M R <br />N F P S <br />B O S O <br />A RON <br />U D N <br />G <br />H <br /> <br />WARDS <br /> <br />1 2 3 4 5 6 7 <br /> <br />Roll Call: <br /> <br />Present <br /> <br />XXXXXAX <br /> <br />Mayor Loveridge announced that Councilmember Thompson is recuperating from <br />surgery. <br /> <br />CLOSED SESSIONS <br />The Mayor and Councilmembers recessed to the Council Chamber Board Room for <br />closed sessions pursuant to (1) Government Code ~54957.6 to review the City <br />CounciFs position and instruct designated representatives regarding the Riverside <br />Police Officers' Association; and (2) Government Code ~54956.8 to instruct <br />designated negotiator regarding price and terms of payment for the purchase, sale, <br />exchange or lease of the Swim and Tennis Club at 5695 Glenhaven by Marriott Senior <br />Living Services and Timothy Black of Gymnastique, International. <br /> <br />The Mayor and Councilmembers returned to the Council Chamber. <br /> <br />PARKING, INDUSTRIAL DEVELOPMENT AND ECONOMIC DEVELOP-MENT <br />AUTHORITIES <br />The City Council recessed for the purpose of sitting as the Parking Authority, the <br />Industrial Development Authority and the Economic Development Authority. <br /> <br />There being no business to be conducted, the meetings were adjourned; and the body <br />reconvened as the City Council. <br /> <br />PUBLIC HEARINGS AT 3 P.M. <br /> <br />CONTRACT AWARD PHASE III ENERGY RETROFIT PROJECT <br />SUPPLEMENTAL APPROPRIATION - RESOLUTION <br />3 P.M.--Hearing was called to consider (1) award of a contract with Landis & Staefa, <br />Inc., for the energy conservation retrofit projects pursuant to Sections 4217.10 through <br />4217.18 of the California Government Code which allows public agencies such as <br />cities, counties and school districts to enter into negotiated energy conservation <br />contracts to acquire and finance equipment and services to reduce use or to make for a <br />more efficient use of energy; and (2) adoption of a resolution to enter into an agreement <br />with G.E. Capital Public Finance, Inc., to fund the projects over a ten-year period at an <br />approximate interest rate of 5.375 percent. The ten-year energy and operations savings <br />is $2,554,230. The cost is $1,429,600. No one was present wishing to speak on the <br />matter. No protests, written or oral, were presented. The public hearing was officially <br />closed. The City Council (1) adopted a resolution making the requisite findings under <br />Sections 4217.10 et seq. of the California Government Code; (2) awarded a contract to <br />Landis & Staefa, Inc., for the energy conservation program for the Main, Marcy, <br />Arlington and La Sierra Libraries, Fire Stations One through Twelve, City Hall, <br />Islander Pool, the preschool building operated by the National Association for the <br />Advancement of Colored People (NAACP), Poe Substation Building, Transportation <br />Center and Water Quality Control Plant as outlined in the written staff report; (3) <br />approved the financing arrangements with G.E. Capital Public Finance, Inc., to fund the <br />energy retrofit projects over a ten-year period and the re~nancing of the existing loan <br /> <br />83-353 <br /> <br /> <br />
