The Pledge of Allegiance was given to the Flag. MINUTES The Minutes of the Meetings of April 14, 1998, were approved as presented. Motion X Second X All Ayes Mayor Loveridge commented on the success of the Orange Blossom Festival this past weekend and announced that the City of Riverside is one of the 30 finalists for the All America City Award. PRESENTATIONS Mayor Loveridge presented a Proclamation to Kathy Cheney, Director of the Volunteer Connection at the Volunteer Center of Greater Riverside, proclaiming the week of April 19-25, 1998, as Volunteer Week. Mayor Loveridge called on Karen Rush, City Campaign Co-Coordinator, and John Holmes, City Manager, who assisted in the absence of Dieter Wirtzfeld, Campaign Co- Coordinator, in presenting the United Way awards to City departments. INTRODUCTION Mayor Loveridge introduced the Jiangmen Friendship City Delegation and exchanged City flags. Mayor Loveridge called on Mayor Pro Tempore Pearson who presented City pins to the Jiangmen delegation. CONSENT CALENDAR The following items, presented to the City Council on the Consent Calendar for Motion X consideration, were approved by one motion affirming the actions appropriate to each Second X item. All Ayes CITY MANAGER BID 5539 - ARLINGTON AVENUE UNDERPASS AT RAILROAD CROSSING The City Council (1) released Seven C's Construction, Inc., from its bid and authorized the return of their bid bond without penalty; (2) awarded Bid 5539 to the second low bidder, Norstar Plumbing Company, in the amount of $246,401, for the Arlington Avenue Underpass at the Burlington Northern Santa Fe Railroad Crossing, Phase I, for the construction of sewer and storm drain systems; and (3) authorized the City Manager or his designee to execute the necessary contract documents. INCIDENT COMMAND VEHICLE - BID WAIVER RESOL. - SUPPL. APPROP. The City Council (1) appropriated $50,000 from Refunds and Rebates Revenue 83-284
