S <br /> B O S O <br />Date of Meeting: January 27, 1998 ^ p, o N <br /> U D N <br />Time of Meeting: 2 p.m. ~ <br />Place of Meeting: Council Chamber, City Hall ~ <br /> WARDS 1 2 3 4 5 6 7 <br /> <br />Roll Call: Present X X X X X X X <br /> <br />CLOSED SESSIONS <br />The Mayor and Councilmembers recessed to the Council Chamber Board Room for <br />closed sessions pursuant to (1) Government Code ~54956.9 to confer with and/or <br />receive advice from legal counsel concerning one case of existing litigation in which <br />disclosure would jeopardize existing settlement negotiations; and (2) Gov-ernment <br />Code ~54957.6 to review the City Council's position and instruct designated <br />representatives regarding salaries, salary schedules or compensation paid in the form of <br />fringe benefits of employees of the Police Unit, Police Management Unit, Fire Unit, <br />Fire Management Unit, General Unit, Utilities Field Unit and Ref-use Unit Employee <br />Organizations. <br /> <br />The Mayor and Councilmembers, except Councilmember Thompson, returned to the <br />Council Chamber. ~ <br /> <br />PARKING, INDUSTRIAL DEVELOPMENT AND ECONOMIC DEVELOP-MENT <br />AUTHORITIES <br />The City Council recessed for the purpose of sitting as the Parking Authority, the <br />Industrial Development Authority and the Economic Development Authority. <br /> <br />There being no business to be conducted, the meetings were adjourned; and the body <br />reconvened as the City Council. <br /> <br />PUBLIC HEARINGS AT 3 P.M. <br /> <br />ZONING CASES SP-OO4-967/RZ-002-978 - APPEAL - ORANGECREST SPE- <br />CIFIC PLAN - CONTINUED <br />3 P.M.--Further hearing was called on the appeal of Raymond Becker, Senior Vice <br />President-Development, of Communities Southwest Development & Construction Co., <br />the authorized agent for Orangecrest Hills, L.P., as it pertains to residential densities <br />approved by the Planning Commission in portions of the Specific Plan area and appeal <br />of the Riverside Unified School District (RUSD) as it pertains to compliance of the <br />requested Specific Plan amendment with the California Environmental Quality Act <br />(CEQA) and the mitigation of school impacts, from the decision of the Planning <br />Commission in approving, with modifications, the request of Orangecrest Hills, L.P., a <br />Washington limited partnership, by Communities Southwest Development & <br />Construction Co., a Washington Corporation, its General Partner, to amend the <br />Orangecrest Specific Plan, the City of Riverside General Plan and the Municipal Code <br />(Title 19) as they pertain to approximately 502 vacant, noncontiguous acres within the <br />Orangecrest Specific Plan area, which encompasses a total of approximately 1,500 <br />acres easterly of Wood Rood, adjacent to Van Buren Boulevard and March Air Reserve <br />Base. The request includes redesignating this acreage from industrial, residential, <br />commercial and office designations to a range of single-family residential designations <br />and park and office designations and relocation of the library site. Rezoning these <br />properties is proposed as appropriate to reflect the amended specific plan designations. <br /> <br /> 83-197 <br /> <br /> <br />
