Katie Sanchez, In -N -Out Burger, stated they were in <br />agreement with staff's conditions and were willing to work with Ms. Lucero <br />to resolve her concerns and to relocate the morning glories. Comments <br />from the audience: Frances Lucero, next door property owner, expressed <br />her concerns with the construction affecting her health and safety, sewer <br />line and her fence plantings which provide her privacy. Following <br />discussion the Planning Commission recommended that the City Council: <br />Motion <br />X <br />1) Determine that Planning Cases P15 -0488, P15 -0489 and P15 -0490 <br />Second <br />X <br />will not have a significant effect on the environment based on the findings <br />All Ayes <br />set forth in the case record and recommend the project is exempt <br />pursuant to Sections 15301 and 15168 of the California Environmental <br />Quality Act (CEQA); and 3) Approve Planning Cases P15 -0488, P15- <br />0489 and P15 -0490 based on the findings in the staff report and subject <br />to the recommended conditions with the addition that the applicant, <br />Planning staff and the neighbor work together to resolve the issues <br />brought up by Ms. Lucero. <br />MISCELLANEOUS PLANNING AND ZONING ITEMS <br />DEVELOPMENT REVIEW PROCESS WORKSHOP <br />Ted White, City Planner, presented an overview of recommendations <br />relating to the development review process. He introduced the members <br />of the Development Review Working Group which worked on these <br />recommendations. The proposed recommendations are intended to <br />update and streamline discretionary and administrative land use <br />entitlement processes and procedures.
