Erin Gettis, Historic <br />Preservation Officer /Principal Planner, presented the staff report. <br />Kevin Rossow, applicant, called the Code Enforcement citation and <br />stated that he felt this was discrimination. He stated there were 62 other <br />homes in the area with chain link fences. He read his letter dated May <br />15, 2015, attached to the staff report, for the record. He stated he was <br />not in agreement with conditions 5 and 6 referenced by staff. There <br />Motion <br />X <br />was no one in the audience to speak to this item. Following discussion: <br />Second <br />X <br />The Cultural Heritage Board: 1) Determined that Planning Case P15- <br />All Ayes <br />0416, as conditioned, is exempt from the California Environmental <br />Quality Act (CEQA) pursuant to Section 15301 since the project <br />constitutes an existing facility; and 2) Approved Planning Case P15- <br />0416 based on the findings below, and subject to the attached modified <br />conditions, thereby issuing a Certificate of Appropriateness for the <br />project. Modification to condition 6. Within six months, the applicant <br />shall submit a strategy for replacing or modifying both the drive gate <br />and the pedestrian gate to visibly cover the chain link fence from street <br />view subject to the review and approval by Cultural Heritage Board staff. <br />PLANNING CASE P15 -0530 — HISTORIC DESIGNATION — 1945 <br />ARROYO DRIVE <br />Historic Designation requested by Lana Hapeman to designate the <br />Frank and Katherine Wells -Patsy O'Toole House as a City Landmark. <br />Teri Delcamp, Historic Preservation Senior Planner, presented the staff <br />report.
