It is recommended that the Cultural <br />Heritage Board determine the proposal is categorically exempt from California Environmental Quality <br />Act (CEQA) review pursuant to Section 15331 because, as conditioned, the project is consistent with the <br />Secretary of the Interior's Standards for the Treatment of Historic Properties. <br />BACKGROUND: <br />The subject properties where the proposed Ruhnau Ruhnau Clarke Architects and Planners office <br />expansion are located at the corner of Market Street and Tenth Street. Both structures with beaux arts <br />architectural features were designated Structure of Merit No. 280. Record of permit to change the <br />storefront windows were found dated 1989, while no plans are on file, this change was likely to close the <br />majority of the window fronts. <br />PROJECT DESCRIPTION: <br />The proposed project involves an update the exterior fagade of structures located at 3990 Market Street <br />and 3761 Tenth Street. The applicant is requesting the following changes: <br />3990 Market Street <br />The proposed project for 3990 Market Street proposes to reinstalling the storefront windows on the <br />westerly and southerly elevations, which are currently mostly covered. The storefront windows will be re- <br />framed with aluminum framing and new glass will be installed. The reinstallation of the storefront <br />windows will be a significant improvement over the currently approved fagade. <br />Additionally, the applicant requests to update the exterior elevations by adding a new material called "oko <br />skin slat ", a material manufactured by Austrian company Reider, over the existing fagades material. Oko <br />skin material is described on their website to be made of fibreC, "a glassfibre reinforced concrete material <br />that united advantages of both glassfibres and concrete ".
