W A I E H E V E R L Y 1. l F F <br />W& <br />P U B L I C U T I L I T I E S <br />BOARD OF PUBLIC UTILITIES <br />RIVERSIDE PUBLIC UTILITIES <br />Board Memorandum <br />DATE: JANUARY 22, 2016 <br />ITEM NO: 14 <br />File ID — 16 -0203 — D <br />SUBJECT: RECYCLED WATER PROJECTS — JACKSON STREET RECYCLED WATER PIPELINE <br />PROJECT (PHASES I AND II), ARLINGTON AVENUE RECYCLED WATER PIPELINE <br />PROJECT, AND WORK ORDER NO. 1521905 FOR JACKSON STREET RECYCLED <br />WATER PIPELINE PHASE 1 IN THE AMOUNT OF $500,000 <br />ISSUE: <br />The item for Board of Public Utilities consideration is approval of the Jackson Street Recycled Water <br />Pipeline Project, Phases I and 11, the Arlington Avenue Recycled Water Pipeline Project, and Work Order <br />No. 1521905 in the amount of $500,000 for Jackson Street Recycled Water Pipeline Project, Phase 1. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />Approve the Jackson Street Recycled Water Pipeline Project, Phases I and 11, as necessary for <br />exemption from the State California Environmental Quality Act (CEQA) guidelines pursuant to <br />Public Resources Code Section 21080.08 under the Governor's State of Emergency drought <br />declaration for projects consisting of construction or expansion of recycled water pipeline and <br />directly related infrastructure within existing rights -of -way during the state of emergency due to <br />drought conditions; <br />2. Approve the Arlington Avenue Recycled Water Pipeline Project; as necessary for exemption from <br />the State California Environmental Quality Act (CEQA) guidelines pursuant to Public Resources <br />Code Section 21080.08 under the Governor's State of Emergency drought declaration for <br />projects consisting of construction or expansion of recycled water pipeline and directly related <br />infrastructure within existing rights -of -way during the state of emergency due to drought <br />conditions; and <br />3. Approve a capital expenditure of $500,000 for Work Order No. 1521905 which includes the <br />upfront costs of design and utility potholing for the Jackson Street Recycled Water Pipeline <br />Project, Phase I. <br />BACKGROUND: <br />For over 20 years, the City of Riverside Public Utilities Department (RPU), has investigated opportunities <br />to utilize recycled water within the City. Only a handful of recycled water projects have moved forward <br />due to the available abundance of reliable and relatively inexpensive sources of water supply. RPU's <br />recycled water efforts were initiated in 1992 with a consultant study prepared by MWH which outlined a <br />conceptual recycled water system. Though the plan was never formally adopted, since that study, the <br />City began to gradually increase its use of recycled water in the areas near the City's Regional Water <br />Quality Control Plant (RWQCP) on a case -by -case basis. By 1997, a small recycled water system was <br />implemented consisting of small distribution mains to supply approximately 260 acre -feet per year (AFY) <br />of recycled water to the Van Buren Golf Center, the Van Buren Urban Forest, the Riverside Energy <br />Resource Center and the Toro Company. <br />
