W A T E R I E N E R G Y I L I F E <br />P U 6 L I{ U T I L I T I E S <br />RIVERSIDE PUBLIC UTILITIES <br />Board Memorandum <br />BOARD OF PUBLIC UTILITIES DATE: JANUARY 22, 2016 <br />ITEM NO: 7 <br />File ID — 16 -0193 — C <br />SUBJECT: INSTALLATION OF BACK -UP EMERGENCY GENERATOR FOR 24 -HOUR MARKET <br />OPERATIONS — RFP 1524, WORK ORDER NO. 1521253 FOR $146,000 <br />ISSUE: <br />The issues for Board of Public Utilities consideration are: 1) approve Work Order 1521253; and 2) award <br />a contract to the lowest responsive proposal for design and installation of a back -up generator at the <br />Gateway building. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />Approve Work Order No. 1521253 in the amount of $146,000; and <br />2. Award a Design -Build Agreement to Champion Electric, Inc., in the amount not to exceed <br />$104,400 for the design and installation of a back -up emergency generator system. <br />BACKGROUND: <br />The City of Riverside Public Utilities Department purchased the Gateway Building in 2008 and moved its <br />Power Resources division into that building. Power Resources is responsible for insuring sufficient <br />supply of electricity to meet Riverside's customer needs. Market Operations is staffed 24/7 and is <br />responsible for, among other things, buying /selling power, submitting Riverside's hourly load projections, <br />arranging for delivery of Riverside's wholesale power resources located throughout the western states, <br />and responding to dispatch instructions from the California Independent System Operator (CAISO) for <br />Riverside's generating fleet. Failure to timely respond to CAISO's instructions will have financial impacts. <br />The facility has had prior power outages, and approval of the backup generator will mitigate operational <br />and financial impacts from future electric service interruptions. <br />The existing electrical power systems were surveyed to evaluate and analyze current conditions, <br />reliability and capacity. The normal peak demand loads for each of the 3 offices at Gateway were <br />collected. Due to its critical operations, the 24/7 market operations (suite 101) is recommended to be <br />supported by the emergency stand -by power at 100% of its full loaded capacity, for a minimum of four <br />hours to sustain uninterrupted operations. Although a number of alternatives were considered, the most <br />cost effective and recommended solution is a stand -by emergency back -up generator. <br />On July 28, 2015, the City of Riverside released RFP 1524 for the design, installation, and construction <br />of the back -up generator.
