W A T E R E N E R C Y I <br />RIVERSIDE PUBLIC UTILITIES <br />WI& Board Memorandum <br />P U B L I C U T I L I T I E S <br />BOARD OF PUBLIC UTILITIES DATE: JANUARY 22, 2016 <br />ITEM NO: 5 <br />File ID — 16 -0192 — C <br />SUBJECT: ELECTRICAL FEEDER EXTENSION ON DIANA AVENUE BETWEEN ADAMS AND <br />MONROE STREETS — BID RPU 7363, WORK ORDER NO. 1525536 FOR $850,000 <br />ISSUES: <br />The issues for Board of Public Utilities consideration are: 1) approve Work Order No. 1525536; and 2) <br />award a contract to the lowest responsive bidder for the civil construction of underground infrastructure <br />facilities. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />Approve Work Order No. 1525536 in the amount of $850,000; and <br />2. Award a contract for the civil construction of underground infrastructure facilities (Bid No. RPU - <br />7363) to the lowest responsive and responsible bidder E.E. Electric, Inc., of Mira Loma, <br />California, in the amount of $533,927. <br />BACKGROUND: <br />The proposed work includes the installation of approximately 3,000 trench feet of conduit, five (5) <br />underground vaults, one (1) pad- mounted switch, two (2) wooden poles, 4,000 circuit feet of primary <br />cable and related electrical distribution facilities. The scope of work includes construction of underground <br />infrastructure to provide electric service for the new California Baptist University (CBU) 5,710 seat Event <br />Center located at 8431 Diana Avenue. <br />The Electric System Master Plan (ESMP) recommended the installation of electrical distribution facilities <br />to improve circuit sectionalizing, enable greater load transfer capacity, reduce outage response time, <br />improve system reliability, and improve safety and operational efficiency. These objectives were further <br />reinforced in the Utility 2.0 Electric Infrastructure Road Map. This project capitalizes on the work <br />necessitated by CBU to add needed electric system reinforcement in the area. <br />Riverside Public Utilities (RPU) engineering staff performed the design to eliminate any negative visual <br />impacts to the project and surrounding area, with sensitivity to the existing neighborhood, and within City <br />Planning guidelines for the designated area of the project. <br />RPU engineering staff solicited formal bids for the civil construction portion of the project. Bids were <br />opened on December 16, 2015. The lowest responsive bid was submitted by E.E. Electric, Inc. Staff <br />reviewed the documentation provided and determined that E.E. Electric, Inc., of Mira Loma, CA met all <br />the requirements of the specifications. Their bid of $533,927 was within the engineer's estimate of <br />$700,000 for the proposed work. <br />
