CITY OF RIVERSIDE <br /> <br />AGENCY/COUNCIL MEMORANDUM <br /> <br />People Serving <br />People <br /> <br />HONORABLE MAYOR, CITY COUNCIL <br />AND AGENCY MEMBERS <br /> <br />DATE: December 18, 2001 <br />ITEM NO: 18 <br /> <br />SUBJECT: <br /> <br />FINAL EXTENSION OF THE DOWNTOWN PARKING COMMITTEE AND <br />REPLACEMENT OF WARD 5 VACANCY WITH RIVERSIDE DOWNTOWN <br />PARTNERSHIP MEMBER <br /> <br />BACKGROUND: <br /> <br />On November 1, 2001, the Governmental Affairs Committee members reviewed staff's recommendations <br />to establish criteria to give permanent status to the Downtown Parking Committee (DPC). After an <br />extensive discussion, the Committee members unanimously agreed not to formally create another board <br />to have oversight of municipal parking facilities. However, the Committee members did agree to extend <br />the DPC for one year, with the stipulation that during the year, the responsibilities of the DPC would <br />transition over to Parking, Traffic and Streets Commission (PT&S). <br /> <br />During the transitional period, Agency staff will return to the Governmental Affairs Committee to request <br />consideration of adding three additional members temporarily to PT&S to be occupied by DPC members. <br />Additionally, any openings that become available on PT&S, the Committee members would make an <br />effort to fill the positions with DPC members. <br /> <br />On August 9, the Riverside Downtown Partnership (RDP) requested an appointment of a representative <br />to the DPC. At that time, the DPC reviewed the composition, and noted that the position in Ward 5 has <br />been vacant for over six years. Agency staff met with the Councilman of Ward 5, and no objection was <br />made to have this position re-designated. <br /> <br />FISCAL IMPACT: <br /> <br />There is no fiscal impact that would apply to this request. <br /> <br />ALTERNATIVES: <br /> <br />The City Council/Redevelopment Agency could choose not to approve the final extension of the DPC. <br /> <br />COMMITTEE RECOMMENDATIONS: <br /> <br />Staff presented this item to the Governmental Affairs Committee on November 1, 2001. All three <br />Committee members were present and did not concur in the suggested staff recommendations. The <br />Committee members recommended integration of the DPC members with PT&S as noted in this report <br />and then moved this item forward for consideration by the City Council/Agency Board. <br /> <br />RECOMMENDATIONS: <br /> <br />That the Redevelopment Agency: <br /> <br />18-1 <br /> <br /> <br />
