~j~iersFidi <br /> CITY OF RIVERSIDE ,.zt <br /> <br />AGENCY/COUNCIL MEMORANDUM <br /> <br />People Serving <br />People <br /> <br />HONORABLE MAYOR, CITY COUNCIL <br />AND AGENCY MEMBERS <br /> <br />DATE: December 18, 2001 <br />ITEM NO: 16 <br /> <br />SUBJECT: <br /> <br />CONSIDERATION OF RESOLUTIONS MAKING CERTAIN FINDINGS REGARDING <br />THE CONSTRUCTION AND INSTALLATION OF PUBLIC IMPROVEMENTS THAT <br />ARE OF BENEFIT TO THE CASA BLANCA REDEVELOPMENT PROJECT <br /> <br />BACKGROUND: <br /> <br />On June 28, 1994, the Redevelopment Agency adopted the Casa Blanca Neighborhood Improvement <br />Plan, prepared by Project for Public Spaces, which identifies the development of both a new library and <br />streetscape improvements on Madison Street as future goals of the Agency. Since, a number of actions <br />and activities have occurred in order to implement the new library, including acquisition of property, <br />retention of an architect, development of a master site plan, preparation of a building program, <br />architectural design, and entitlement review and approval. On October 30, 2001, the City began <br />advertising for bids for the Casa Blanca Family Learning Center Project. <br /> <br />CURRENTISSUE: <br /> <br />The bid schedule provided for bid opening on November 28, 2001, and award of the construction <br />contract for the Casa Bianca Family Learning Center Project is to be presented to the City Council for its <br />consideration on December 18, 2001. Pursuant to Health and Safety Code Section 33445, the City <br />Council and Redevelopment Agency are required to adopt resolutions making certain findings regarding <br />the construction and installation of these public improvements within the Casa Blanca Project Area pdor <br />to contract award. <br /> <br />FISCAL IMPACT: <br /> <br />There is no cost to the City or the Agency associated with this action. <br /> <br />ALTERNATIVES: <br /> <br />To not adopt the attached resolutions, which would then nullify the City Council's consideration of bid <br />award for construction of the Casa Blanca Family Learning Center. <br /> <br />RECOMMENDATIONS: <br /> <br />That the City Council approve the attached resolution adopting certain findings regarding the construction <br />and installation of public improvements, which are of benefit to the Casa Blanca Redevelopment Project <br />Area, and consenting to the Redevelopment Agency paying for all or part of the costs of the installation <br />and construction of the Casa Blanca Family Learning Center Project. <br /> <br />That the Redevelopment Agency approve the attached resolution adopting certain findings regarding the <br />construction and installation of public improvements that are of benefit to the Casa Blanca <br /> <br />16-1 <br /> <br /> <br />
