COUNCILMEMBERS <br />CITY COUNCIL <br />AND <br />HOUSING AUTHORITY <br />MINUTES <br />TUESDAY, DECEMBER 1, 2015, 1 P.M. <br />ART PICK COUNCIL CHAMBER <br />CITY HALL <br />City ofArts Unnovation 3900 MAIN STREET <br />WARDS <br />G <br />A <br />R <br />D <br />N <br />E <br />R <br />1 <br />M <br />E <br />L <br />E <br />N <br />D <br />R <br />z <br />2 <br />S <br />O <br />U <br />B <br />I <br />R <br />O <br />S <br />3 <br />D <br />A <br />V <br />I <br />S <br />4 <br />M <br />A <br />C <br />A <br />R <br />T <br />H <br />R <br />5 <br />P <br />E <br />R <br />R <br />Y <br />6 <br />B <br />U <br />R <br />N <br />A <br />R <br />D <br />7 <br />Roll Call: <br />Present <br />X <br />X <br />X <br />X <br />X <br />X <br />X <br />Mayor Bailey called the meeting to order at 1 p.m. in the Art Pick Council <br />Chamber with all Councilmembers present. <br />PRESENTATION <br />Mayor Bailey called upon City Manager John Russo for an update and <br />recognition of the City Manager's Office. <br />DISCUSSION CALENDAR <br />AGREEMENTS - FINANCIAL AND PERFORMANCE AUDITS - <br />SUPPLEMENTAL APPROPRIATIONS <br />Following discussion, the City Council (1) approved a Professional <br />Services Agreement with Matrix Consulting Group, Mountain View, in an <br />amount not -to -exceed $135,000 to conduct financial and performance audits <br />of the Finance Department; (2) approved a Professional Services <br />Agreement with Matrix Consulting Group, in an amount not -to -exceed <br />$105,000 to conduct financial and performance audits of the Human <br />Resources Department; (3) approved a Professional Services Agreement <br />with Baker Tilly Virchow Krause, LLP, Madison, Wisconsin, in an amount <br />not -to -exceed $135,000 to conduct financial and performance audits of <br />Riverside Public Utilities; (4) authorized supplemental appropriations to the <br />General and Electric Fund accounts outlined in the fiscal impact section of <br />the staff report totaling $375,000, of which $109,120 will be <br />appropriated from the General Fund reserve; and (5) authorized the City <br />Manager, or his designee, to execute the Agreements, including making <br />Motion <br />X <br />minor, non -substantive changes, and to sign all documents and instruments <br />Second <br />X <br />necessary to complete the transactions. <br />All Ayes <br />FISCAL YEAR 2014-15 YEAR-END FINANCIAL RESULTS - <br />SUPPLEMENTAL APPRORIATIONS <br />Following discussion, the City Council (1) received the year-end <br />financial results for Fiscal Year 2014-15; and (2) authorized supplemental <br />appropriations totaling $4,340,399 to various General Fund accounts to <br />Motion <br />X <br />reflect final year-end variances versus the adopted budget as detailed in this <br />Second <br />X <br />report, which are fully offset by revenues. <br />All Ayes <br />ORAL COMMUNICATIONS FROM THE AUDIENCE <br />Bruce Colbert and Baruch Fergenbaum spoke regarding the Riverside <br />County General Plan Amendment 960 and regional transportation.
