1 RESOLUTION NO. 19049 <br /> 2 A RESOLUTION OF THE CITY COI/NCIL OF THE CITY OF <br /> RIVERSIDE, CALIFORNIA, REQUESTING THAT THE <br /> 3 CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD, <br /> SANTA ANA REGION, TAKE ACTION EXPEDITING THE <br /> 4 MITIGATION OF THE REDLANDS-CRAFTON GROUNDWATER PLUME <br /> AND THE DEVELOPMENT OF A WATER SUPPLY CONTINGENCY <br /> $ PLAN. <br /> 6 WHEREAS the City of Riverside obtains over 70% of its <br /> 7 domestic water supply from the Bunker Hill underground aquifer in <br /> 8 San Bernardino County; and <br /> 9 WHEREAS that critical water supply is threatened by <br /> 10 several identified contamination plumes, such as the Norton Air <br /> 11 Force Base plume and the Newmark plume, which are now being <br /> 12 contained and mitigated; and <br /> 13 WHEREAS in 1980, the State Department of Health Services <br /> 14 identified a plume of Trichloroethylene (TCE), a carcinogen, in <br /> 15 the Redlands area of the Bunker Hill basin moving in a westerly <br /> 16 direction; and <br /> 17 WHEREAS that plume has contaminated numerous domestic <br /> 18 water wells belonging to other water supply agencies in the area, <br /> 19 which agencies have been forced either to finance the treatment <br /> 20 of that water source or to shut the wells down; and <br /> 21 WHEREAS in 1986, Lockheed Martin Corporation (Lockheed) <br /> 22 submitted a report to the Regional Water Quality Control Board <br /> 23 (RWQCB), noting in part that various solvents, including TCE, <br /> 24 were stored, used and both inadvertently and at times <br /> 25 intentionally dumped at a site previously occupied by its <br /> 26 Lockheed Propulsion Company in Redlands; and <br /> 27 WHEREAS after considerable additional investigation and <br /> <br />Attorney's Office <br />Street <br />CA 92522 <br />782-5567 F: \WPDATA\RESk97042001.
