Mr. <br />Mendoza- W. Buttler Vice Pres.-B. Garcia. Our applications were accepted with <br />Requirements fulfilled. As pelt 1998 P.A.C by-laws that state that a (15) member <br />Committee will serve as established by resolution # 17804 of the City Council. The <br />P.A.C is now at (6) members and is going to approve only (3) seats. Total of(9). Article <br />1- section 3-a-b-c states it clearly that (15) members will serve. This leaves (6) valid <br />openings to be filled. Nowhere in the 1998 by- laws does it state that the P .A.C must or <br />can conduct business with less than (15) members. Common sense dictates that if only <br />(9) apply and approve, that becomes the P.A.C for one year unless vacancies occur. <br />The P .A.C chair John Garcia refuses to abide by the by -Iaws,spear headed to <br />reject (4) qualified and wanting to serve. Applicants Jacob Hernandez has been rejected <br />(3) times. Bobby Garcia P3It member has also been rejected, along with Ed Martinez and <br />Rudy Chavez. We demanded that the election to fill vacancy be declared void. Illegal <br />under the guidelines of the P.A.C 1998 by -laws. Windy Holland recommended to <br />postpone election till January 2002. As new elections for offices will be coming up. John <br />Garcia- chair adamantly refused by dissenting to listen to anybody. The chairperson is <br />violating the position; <br />I. Discrimination- violation of the cons~n- H.U.D. guidelines money funds. <br />2. Civil rights violations- H.U.D. moneys- requirements and guidelines to fund. <br />3. Special interest group wanted- in- house selections only. <br />4. Obstructing the election by not wanting to fill positions that are available and <br />4 approved applications wanting to serve. <br />5. Selective group mentality- no questions wanted! <br />6. Video taping-Jacob Hernandez taping the meeting-despicable-hostile behavior <br />for a chair. <br />7. Argumentative.coa~s motions & seconds. <br />8.
