COUNCILMEMBERS <br />CITY COUNCIL <br />MINUTES <br />TUESDAY, NOVEMBER 3, 2015, 1 P.M. <br />ART PICK COUNCIL CHAMBER <br />LZCITY HALL <br />3900 MAIN STREET <br />City of Arts Unnovation <br />WARDS <br />G <br />A <br />R <br />NDN <br />E <br />R <br />1 <br />M <br />E <br />L <br />D <br />R <br />E <br />z <br />2 <br />S <br />O <br />U <br />IBS <br />R <br />O <br />U <br />S <br />3 <br />D <br />A <br />V <br />4 <br />M <br />A <br />C <br />R <br />T <br />H <br />U <br />R <br />5 <br />P <br />E <br />R <br />Y <br />6 <br />B <br />U <br />R <br />A <br />R <br />D <br />7 <br />Roll Call: <br />Present <br />X <br />X <br />X <br />X <br />X <br />X <br />X <br />Mayor Bailey called the meeting to order at 1 p.m. in the Art Pick Council <br />Chamber with all Councilmembers present. <br />PRESENTATION <br />Mayor Bailey called upon General Services Interim Director Carl Carey for <br />an update and recognition of the General Services Department Building <br />Services Division. <br />DISCUSSION CALENDAR <br />RIVERSIDE COUNTY GENERAL PLAN AMENDMENT NO. 960 <br />Following discussion, the City Council requested (1) the County of Riverside <br />maintain a Community Environmental Transportation Acceptability Process <br />(CETAP) Corridor parallel to Cajalco between Interstates 215 and 15 in the <br />General Plan; (2) the County of Riverside actively work towards a corridor to <br />Orange County as an alternative to the State Route 91 Freeway and <br />preserve right-of-way to the greatest extent possible; (3) the Riverside <br />County Transportation Commission reinitiate the CETAP process between <br />Interstates 15 and 215 and restart the previous environmental studies; and <br />Motion <br />X <br />(4) preparation of a letter for signature of the Mayor and Mayor Pro Tem in <br />Second <br />X <br />this regard. <br />All Ayes <br />FEES AND CHARGES - DEVELOPMENT REVIEW PROCESS FEES <br />Following discussion, the City Council (1) approved a stay on the previously <br />approved increases to specific development -related fees and other fees as <br />noted in Attachment 1 of the staff report; (2) approved adjustments to certain <br />previously approved fees as noted in Attachment 2 of the staff report; <br />(3) received and ordered filed the Existing vs. New Fee Comparison for <br />recent projects as outlined in the staff report; (4) received and filed the <br />Comparison of Stand -Alone Fees report; (5) increased gas station hazmat <br />inspection fees to a 100 percent recovery rate; and (6) directed staff to <br />Motion <br />X <br />return within six months or less to report on the development review process <br />Second <br />X <br />improvements implemented to date. <br />All Ayes <br />BID 7232 - INDIANA AVENUE MAINTENANCE IMPROVEMENTS - <br />VALLEJO TO AUTO CENTER - SUPPLEMENTAL APPROPRIATION <br />Following discussion, the City Council (1) awarded Bid 7232 to Sequel <br />Contractors, Inc., Santa Fe Springs, in the amount of $3,094,046.80 from <br />Measure A and Federal Surface Transportation Program grant funds for <br />rehabilitation of Indiana Avenue between Vallejo Street and Auto Center <br />Drive to include resurfacing and reconstruction of damaged concrete curbs, <br />101-116 <br />
