No one <br />spoke on the matter. The public hearing was officially closed. Following <br />discussion, the City Council (1) determined the proposal is categorically <br />exempt from the provisions of the California Environmental Quality Act <br />(CEQA), pursuant to Sections 15307 and 15308 of the CEQA Guidelines as <br />the proposed project consists of Actions by Regulatory Agencies for the <br />Protection of Natural Resources and Actions by Regulatory Agencies for the <br />Protection of the Environment; and exempt per Section 15061 (13)(3), as it <br />can be seen with certainty that the code amendment does not have the <br />potential to cause a significant effect on the environment (General Rule); <br />(2) approved Case P15-0824 based on the findings as outlined in the written <br />staff report; and (3) introduced an ordinance amending Title 19 of the <br />Riverside Municipal Code; whereupon, an Ordinance entitled "An Ordinance <br />Motion <br />X <br />of the City of Riverside, California, Replacing Title 19 Chapter 19.570, Water <br />Second <br />X <br />Efficient Landscaping and Irrigation, in its Entirety", was presented and <br />Ayes <br />X <br />X <br />X <br />X <br />X <br />X <br />introduced. <br />Noes <br />X <br />ORAL COMMUNICATIONS FROM THE AUDIENCE <br />Theresa Newham spoke regarding City employees, a microbanking event, <br />the uniqueness of Riverside, and pedal cars. <br />101-130 <br />
