L'; A I= R E N E R L Y I I F F <br />== RIVERSIDE PUBLIC UTILITIES <br />Board Memorandum <br />PUBLIC UTILITIES <br />BOARD OF PUBLIC UTILITIES DATE: NOVEMBER 20, 2015 <br />ITEM NO: 5 <br />File ID — 15 -3684 — C <br />SUBJECT: SINGLE FAMILY RESIDENTIAL DEVELOPMENT TRACT 30473 — INCREASE OF <br />$29,474 TO WORK ORDER NO. 1325128 FOR A TOTAL OF $81,966 (LA SIERRA <br />AVENUE AND ORCHARD VIEW LANE) <br />ISSUE: <br />The issue for Board of Public Utilities consideration is to approve an increase in capital expenditure in the <br />amount of $29,474 to a total of $81,966 for Work Order No. 1325128 which includes City - provided <br />construction and inspection services associated with Tract 30473, a single - family residential <br />development in the County of Riverside east of La Sierra Avenue and South of Orchard View Lane. <br />RECOMMENDATION: <br />That the Board of Public Utilities approve the increase in capital expenditure of $29,474 to a total of <br />$81,966 for Work Order No. 1325128 which includes City - provided construction and inspection services <br />associated with Tract 30473, a single - family residential development. <br />BACKGROUND: <br />On January 11, 2005 the County of Riverside Board of Supervisors approved Tentative Tract Map 30473 <br />and the development of approximately 32 single - family residential lots located along La Sierra Avenue <br />south of McAllister Parkway within the unincorporated limits of the County of Riverside. Although the <br />development is located outside city limits, the development is located within Riverside Public Utilities <br />(RPU) Water Division service boundary. RPU has sufficient existing water infrastructure to serve this <br />development. <br />In order to support and sustain water demands for the proposed development project, the developer <br />obtained approval from the RPU to construct a potable water system. The developer hired a Registered <br />Civil Engineer to prepare a water plan in conformance with the RPU's Standard Plans and Specifications. <br />Water plan approval was issued on July 7, 2015. <br />On July 10, 2015, Riverside Board of Public Utilities approved a capital expenditure of $52,492 for City <br />provided construction and inspection services. Following water plan approval, on or about September <br />25, 2015, RPU was notified by the County of Riverside Inspector for the project that all work in La Sierra <br />Avenue must be constructed during nighttime working hours. Additional construction charges were <br />assessed by RPU to the developer in the amount of $29,474 for the increased labor charges associated <br />with nighttime construction. <br />Staff will perform all construction activities related to system connections to the existing potable water <br />system. RPU construction services consist of installing two 8 -inch system connections and two fire <br />hydrants along La Sierra Avenue. All construction in La Sierra Avenue will be performed during <br />nighttime working hours in accordance with the requirements of the County of Riverside. RPU will also <br />provide inspection services for the 8 -inch and 4 -inch waterlines constructed by the developer's licensed <br />contractor. <br />
