1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />CITY ATTORNEY'S OFFICE <br />3900 MAIN STREET <br />RIVERSIDE, CA 92522 <br />(951) 826 -5567 <br />RESOLUTION NO. <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />RIVERSIDE, CALIFORNIA, OFFERING A REWARD IN THE AMOUNT <br />OF $75,000 FOR INFORMATION LEADING TO THE DETERMINATION <br />OF THE IDENTITY OF, AND THE APPREHENSION OF, THE PERSON <br />OR PERSONS RESPONSIBLE FOR THE DEATHS OF JUAN ANTONIO <br />BARTOLO AND DOMINGO ESTEBAN. <br />WHEREAS, the City of Riverside may offer and pay rewards as authorized by Section <br />53069.5 of the Government Code of the State of California; and <br />WHEREAS, Section 53069.5 specifically authorizes the City to offer and pay a reward, the <br />amount thereof to be determined by the City for information leading to the determination of the <br />identify of, and the apprehension of, any person whose willful misconduct results in injury or death <br />to any person; and <br />WHEREAS, on March 20, 2001, the City Council adopted Resolution No. 19873 approving <br />the Riverside Police Department's Reward Program and authorizing its implementation; and <br />WHEREAS, on the evening of October 23, 2015, at the corner of 7th Street and Kansas <br />Avenue, decedents Juan Antonio Bartolo and Domingo Esteban were found on the ground suffering <br />from fatal gunshot wounds; and <br />WHEREAS, Mr. Bartolo was pronounced dead at the scene; and <br />WHEREAS, Mr. Esteban was transported to the hospital but did not survive; and <br />WHEREAS, investigators with the Riverside Police Department have worked tirelessly to <br />solve this unsolved crime; and <br />WHEREAS, investigators believe that there may be witnesses with information to this crime <br />who have not yet come forward; and <br />WHEREAS, the offer would be consistent with and is taken for the immediate protection of <br />public peace, health, and safety; and <br />WHEREAS, the offense was of such a nature or committed under special circumstances that <br />as a matter of public policy, the City of Riverside should provide a reward as an added inducement <br />or incentive for persons to come forth with information leading to the arrest of the perpetrator(s); and <br />WHEREAS, the offense was especially heinous, atrocious, or cruel and manifested <br />exceptional depravity. <br />2a -3 <br />
