Approve the attached Resolution authorizing the City of Riverside to adopt a Title VI Non - <br />Discrimination Policy in accordance with the Civil Rights Act of 1964; and <br />2. Authorize the City Manager or designee to institute and maintain a Title VI Program in <br />accordance with the Civil Rights Act of 1964 and related statues as required by 23 CFR <br />Part 200. <br />BACKGROUND: <br />Title VI of the Civil Rights Act of 1964 (Title VI) focuses on a local agency's adherence to <br />nondiscrimination of the protected classes including, but not limited to, race, color, national <br />origin, religion, sexual orientation, sex, age, or disability. Local agencies receiving federal <br />financial assistance are required to comply with various nondiscrimination laws and regulations <br />including institution and maintenance of a Title VI Program. <br />Code of Federal Regulations 23 (CFR 23) requires the California Department of Transportation <br />(Caltrans) to conduct reviews of sub - recipients (Local Agencies) that receive Federal aid to <br />ensure compliance with Title VI. Recent Local Agency Compliance Reviews conducted by <br />Caltrans on Title VI Programs highlighted a lack of awareness by Local Agencies about Title VI <br />compliance and a lack of Caltrans' enforcement of Title VI program requirements. As a result, in <br />April of 2015, Caltrans distributed a bulletin concerning Local Agency requirements to institute <br />and maintain a Title VI program, including adoption of a formal policy. <br />
